Regular, Full-Time, RCUH Non-Civil Service position with the Pacific Disaster Center (PDC), located in the Technology Park in Kihei, Maui, Hawai‘i. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.
MONTHLY SALARY: Salary commensurate with qualifications.
DUTIES: Responsible for requirements analysis and leading design and implementation of a broad range of analytical and technical activities related to PDC’s geospatial information services, including integration of geospatial tools and techniques with traditional information systems in web, desktop, mobile, and cloud environments. Manages data analysts. Leads PDC’s global geospatial information processes, infrastructure, services, and related resources to maintain, support, and expand data content, and to investigate, design, develop, and document automated methods for identifying, integrating, and representing hazards, impacts, or observational data into PDC products and applications. Serves as subject matter expert and technical lead in the specification, design, delivery, and support of Geospatial Information Services (GIS) and applications. Supports implementation of assessments and analytical reports, and integration of outputs into products and services. Contributes to outreach activities.
PRIMARY QUALIFICATIONS: EDUCATION/TRAINING: Master’s Degree from an accredited college or university in Geography, Computer Science, or related field. (Bachelor’s Degree from an accredited four (4) year college or university in Geography, Computer Science, or related field and an additional two (2) years of related work experience may substitute for a Master’s Degree). EXPERIENCE: Six to eight (6-8) years of experience devising geospatial products and solutions, developing and deploying GIS applications, and processing and delivering associated geospatial data and services. Experience must include at least two (2) years of applying qualitative, quantitative, and/or spatial data collection and analysis methods to analyze and communicate information to end users, and at least three (3) years of leading research or project teams. ABIL/KNOW/SKILLS: In-depth knowledge of geospatial data formats, information management systems and (map) services, and GIS platforms and applications. Strong background in research design, data collection and evaluation; analytical methods including statistical and spatial techniques; and the presentation of data and results. Excellent written and verbal communication skills. Strong problem solving and time management skills. Ability to communicate, motivate, and lead technical staff. Ability to build strong processes and teams, and foster/maintain good relationships with diverse work and customer groups. Ability to meet numerous deadlines. Strong attention to detail. Must possess a valid driver’s license (and if use of personal vehicle on the job is required, must also have valid personal driver’s insurance equivalent to Hawai‘i’s No-Fault Driver’s Insurance) and maintain throughout the duration of employment. SECONDARY QUALIFICATIONS: Knowledge of Environmental Systems Research Institute (ESRI) services and a range of programming languages such as HTML, JavaScript, PERL, or Python. Previous experience in disaster management or hazard/risk assessment. Experience working in a multi-cultural, international environment.
