PCSU Direct Projects Safety Coordinator

Regular, Full-Time, RCUH Non-Civil Service position with the Pacific International Center for High Technology Research (PICHTR), located in Honolulu, Hawai‘i.  Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws. 

MONTHLY SALARY:  Salary commensurate with qualifications. 

DUTIES:  Manages the safety program for all direct projects. Develops and implements special safety procedures and training for direct projects.  Conducts field inspections, and accident investigations which may lead to improvements or correction of unsafe practices, as well as suggesting changes to the procedures as necessary.  Reviews and maintains safety training records to ensure that all employees meet the post-offer conditions by due dates or renewal dates.  Develops a safety incentive program. 

PRIMARY QUALIFICATIONS: EDUCATION/TRAINING:  Bachelor’s Degree from an accredited four (4) year college or university.  EXPERIENCE:  Five to seven (5-7) years of experience in safety management and field operations/management, which involved safety management, safety training, accident review, and investigations.  ABIL/KNOW/SKILLS:  Knowledge of State/Federal safety regulations, developing, and writing safety programs, vehicle operations, firearms, and helicopter safety regulations. Proficient knowledge of field hazards and SOP for field operations.   Knowledge of herbicide and pesticide operations. Knowledge of safe rappelling practices. Knowledge of risk assessments and safety planning. Ability to effectively communicate orally and to write clear and concise reports.  Ability to plan and instruct supervisors and staff on safety techniques and accident prevention.    Skilled in word processing and spreadsheet software. Must be meticulous, detail-oriented, skilled at prioritizing workload, making sound planning and logistical decisions, and completing assigned projects in a timely manner. Strong organizational ability to plan and execute logistically complex field safety operations. Strong ability to solve logistical problems. Skilled in use of firearms for ungulate control.  Proficient ability to use common hand tools, chainsaw, machetes, and other machinery used in field operations. Must possess a valid driver’s license (and if use of personal vehicle on the job is required, must also have valid personal driver’s insurance equivalent to Hawai‘i’s No-Fault Driver’s Insurance) and maintain throughout the duration of employment. Must be able to drive a 4-wheel drive vehicle with automatic and manual transmission.   Post Offer/Employment Conditions: Must be able to pass a post offer criminal background check. Must be able to obtain and maintain National Rifle Association and State of Hawai‘i Hunter Safety Program firearms certification on an annual basis, and maintain throughout duration of employment.  As a condition of employment, all certifications must be obtained and maintained as specified by the certificating agency.  Failure to pass the initial or annual firearms recertification will be grounds for disqualification of employment or termination due to a failure to meet and maintain a job qualification. Must be able to complete basic helicopter (A100) and external sling load (A219) certification within six (6) months from date of hire and maintain throughout duration of employment. Must be able to complete Wilderness First Aid Certification within three (3) months from date of hire and maintain throughout duration of employment. Must be able to obtain and maintain State of Hawai‘i Certification for Application of Restricted Use Pesticides within six (6) months from date of hire and maintain throughout duration of employment. Must complete the online Hazard Communication training immediately after hire or no later than employee’s initial exposure to hazardous chemicals.  Must be able to complete chainsaw training within twelve (12) months of from date of hire and maintain throughout the duration of employment. Must complete UXO training within six (6) months from date of hire and maintain throughout the duration of employment. Must be able to complete rappelling training within twelve (12) months from date of hire. PHYSICAL/MEDICAL REQUIREMENTS:  Ability to hike and camp in remote and rugged terrains with no trails or roads under inclement weather for up to five (5) consecutive days.  POLICY AND/OR REGULATORY REQUIREMENTS:  As a condition of employment, employee will be subject to all applicable RCUH policies and procedures and, as applicable, subject to University of Hawai‘i's and/or business entity's policies and procedures.  Violation of RCUH's, UH's, or business entity's policies and/or procedures or applicable State or Federal laws and/or regulations may lead to disciplinary action (including, but not limited to possible termination of employment, personal fines, civil and/or criminal penalties, etc.). 

SECONDARY QUALIFICATIONS:  Experience in managing natural resources programs/activities.  Experience in aviation programs.  Experience in using Microsoft Access or other database programs. Knowledge in the Office of Aviation Services Flight Operations Policies and Procedures. Knowledge of Pesticides use. Familiarity with PCSU projects and the Research Corporation of the University of Hawai‘i (RCUH) policies and procedures.
