Coconut Rhinoceros Beetle Survey Data Supervisor

Regular, Full-Time, RCUH Non-Civil Service position with the College of Tropical Agriculture and Human Resources (CTAHR), Plant and Environmental Protection Sciences (PEPS), located on Oahu, Hawai‘i.  Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws. 

MINIMUM MONTHLY SALARY:  $2,705/Mon. 

DUTIES:  Works closely with Coconut Rhinoceros Beetle (CRB) Survey Incident Command and CRB Survey Field Supervisor to produce and implement the CRB Survey Action Plan, prepare quarterly and annual reports, and to perform project scoping and refinement. Analyzes and evaluates CRB project performance. Maintains all data for CRB project and archive of all incident command system forms and documents.  Regularly produce incident command system forms in collaboration with the CRB Incident Commander (IC) and CRB Operation Section Chief (OSC), including but not limited to the Incident Action Plan, situation report, and routine status reports for command staff.  Responsible for entering, managing, summarizing and analyzing all CRB Survey spatial (Geographic Information System (GIS)) and tabular databases. Uses GIS to produce map products to evaluate and facilitate fieldwork. Supervises, evaluates, and trains CRB Survey Data Technicians. Trains and supervises field staff and new employees in data entry and to complete necessary office work. May occasionally assist CRB Survey Field Supervisor with training and/or leading of up to six (6) field staff in field activities. Provides computer technical support for field crew. Participates in the eradication and control of CRB in natural, urban, and suburban areas. 

PRIMARY QUALIFICATIONS: EDUCATION/TRAINING:  Bachelor’s Degree from an accredited four (4) year college or university in Geography, Natural Sciences or related field with at least two (2) years of course work in GIS applications (At least two (2) years of professional experience performing related duties may substitute for course work in GIS applications).  EXPERIENCE:  At least two (2) years of experience in database and GIS management.  Experience needs to be documented and acquired under the employment of an academic institution, governmental agency, private company, or non-profit organization in the appropriate field and can include internships and accredited volunteer work.  At least two (2) years of supervisory experience.  ABIL/KNOW/SKILLS:  Knowledge and expertise in utilizing tabular and spatial databases and GPS units for program management. Knowledge of Hawaiian biota and threats from incipient alien plant and animal invasions in Hawai‘i. Strong working knowledge of Microsoft Access, Trimble/Garmin GPS, ArcView GIS, ArcGIS, and ARC/INFO software. Demonstrated ability to communicate clearly both orally and in writing. Ability to interpret maps and aerial photographs. Demonstrated ability to summarize, analyze, and develop written reports on results of research.  Must possess a valid driver’s license and maintain throughout duration of employment.  Post Offer/Employment Condition: Must possess the American Red Cross Certification in First Aid/CPR (or be able to obtain and maintain the certificate following the training provided within three (3) months from date of hire) and maintain throughout duration of employment. Must possess a RAPID Gate pass (or be able to obtain and maintain a RAPID Gate pass within three (3) months from data of hire) and maintain throughout the duration of employment. PHYSICAL/MEDICAL REQUIREMENTS:  Ability to backpack, lift and carry up to fifty (50) pounds unassisted, and not suffer from acrophobia (fear of heights). POLICY AND/OR REGULATORY REQUIREMENTS:  As a condition of employment, employee will be subject to all applicable RCUH policies and procedures and, as applicable, subject to University of Hawai‘i's and/or business entity's policies and procedures.  Violation of RCUH's, UH's, or business entity's policies and/or procedures or applicable State or Federal laws and/or regulations may lead to disciplinary action (including, but not limited to possible termination of employment, personal fines, civil and/or criminal penalties, etc.). 

SECONDARY QUALIFICATIONS:  Knowledge of spatial analysis, GIS programming, graphic representation, computer modeling, and use of relational databases. Individuals with botanical skills and invasive species management in Hawai‘i experience are particularly encouraged to apply. Experience in scientific writing and statistical analysis. Experience in supervising GIS and database management personnel and the management of program finances.
