Regular, Full-Time, RCUH Non-Civil Service position with the School of Ocean and Earth Science and Technology (SOEST), University of Hawai‘i Marine Center (UHMC), located in Honolulu, Hawai‘i. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.
MONTHLY SALARY RANGE: $6,500 - $8,800/Mon.
DUTIES: Manages budgets, budget tracking and the day-to-day business operations of University of Hawai‘i Marine Center. Assists with organization, documentation, and communications associated with UH Marine Center’s review, approval and grant awards process. Monitors expenditures and prepares budget statements to analyze the financial conditions of the projects. Facilitates and oversees the financial and pre-award arrangements (including myGrant) for new contracts and grants. Implements and monitors all contract amendments to ensure compliance with the requirements of UH and pertinent funding agency(ies). Drives to UH campus to drop off and pick up mail and complete errands for the project. Oversees procurement and travel actions and requests. Closely monitors all expenditures to ensure they are in compliance with UH, RCUH, University of Hawai‘i Foundation (UHF), and Federal guidelines. Assists leadership with staff hiring as needed. Assigns staff full-time equivalent (FTE) appropriately across projects to ensure an accurate reporting of staff effort. Works independently to resolve issues related to purchasing/receiving, accounts payable, travel logistics and other problems that might arise. Works with staff to provide guidance and training to minimalize and reduce errors. Provides advice and reports to Principal Investigators (PI’s) and other managers in fiscal matters. Analyzes and projects future expenditures, receivables and fund balances, ensuring payroll demands and other financial obligations can be met. Calculates direct/indirect costs associated with numerous cost centers, and billing for shared services. Reconciles any differences.
PRIMARY QUALIFICATIONS:
EDUCATION |
Bachelor's Degree from an accredited four (4) year college or university in Business Administration, Accounting, or related field. |
EXPERIENCE |
Five to seven (5-7) years of progressively responsible professional administrative work experience in accounting, planning, developing and implementing research project support, administrative systems requiring demonstration of financial principles, oversight of procurement, accounting and responsibility for compliance with governmental regulations. (Experience and knowledge of UHF, UH, and RCUH policies and procedures to ensure budgetary and regulatory compliance of projects, and UH’s Kuali Financial System, the Office of Research Services’ (ORS) myGrant system, RCUH’s online financial and human resources administrative management system may substitute for two (2) years of experience.). |
KNOWLEDGE |
Knowledge of online research and business protocols. Working knowledge of word processing and spreadsheet software, Local Area Network (LAN) systems, email and internet usage. Knowledge of financial, accounting, and procurement. |
ABILITIES & SKILLS |
Excellent verbal and written communication skills. Good organizational skills to meet multiple and frequent deadlines. Willingness and ability to learn new management systems as required to support a broad range of projects. Ability to establish work standards/expectations and clear direction to meet goals and objectives of ongoing work for direct reports. Must possess a valid driver’s license (and if use of personal vehicle on the job is required, must also have valid personal driver’s insurance equivalent to Hawai‘i’s No-Fault Driver’s Insurance) and maintain throughout the duration of employment. Post Offer/Employment Condition: Must read, sign, and adhere to the University of Hawai’i Code of Conduct for employees. Must be able to complete the UH Information Security Awareness Training (ISAT) within two (2) weeks from date of hire, and re-certify every twelve (12) months. |
