Location

Midway Atoll National Wildlife Refuge and Battle of Midway National Memorial is located 1,300 miles from the main Hawaiian Islands and is part of the Northwestern Hawaiian Island chain. In addition to being a refuge and national memorial, Midway Atoll is also a part of
Papahānaumokuākea Marine National Monument, one of the largest protected areas in the world. Midway Atoll is recognized as globally important for breeding albatross and other seabirds, and for its historic and cultural significance. It is also home to Henderson Field, an FAA emergency stop airport for transpacific flights. The island is inhabited year-round by a population of ~50 residents that are a mix of FWS employees, volunteers, interns, and contractors of various nationalities. It is a tight, close-knit community where residents work, live, and spend down time together.

Skills/Specialized Experience

The Deputy Project Leader position at Midway Atoll NWR is one of the most unique and
challenging refuge management positions in the refuge system. The ideal candidate would have
experience working in remote locations, managing a diverse group of people, and possess an ability to maintain calm and steady leadership in the face of unexpected challenges. We are looking for a leader who will prioritize the safety, security and wellness of the island residents above all else. Other exciting challenges include complicated logistics as all supplies and personnel must be flown or shipped to the island, working with a variety of partners who rely on the island for staging (Coast Guard), monitoring (NOAA, DOD, etc...) and mission critical amenities (FAA and airport), managing an airfield, a robust biological program, and the logistics of supporting a remote community. While the challenges are many, the rewards are great. Few other places in the world have such an abundance or wildlife both on the land and in the water. This is truly one of the last wild places in the world. 

Duties

As a Wildlife Refuge Manager, you will be responsible for planning, managing, and coordinating Refuge operations and programs. Your duties will include but are not limited to the following:

  • -- Supervises a team of professional, technical, analytical, administrative support staff, and blue-collar workers (permanent and seasonal staff). Overall direct supervisory responsibilities include, but are not limited to, planning work to be accomplished by subordinates, setting and adjusting short-term priorities, and preparing schedules for completion of work; assigning work to subordinates; evaluating work performance of subordinates.
  • -- Develops long-range plans, annual work plans, budgets and work schedules. Implements short, medium, and long-range operation plans based on existing or approved plans. Develops cost estimates and the work sequence for major and minor rehabilitation projects. Prepares administrative reports, annual narrative reports, and other documents associated with wildlife management and administrative programs.
  • -- Oversees, reviews and approves land and aquatic conservation activities, habitat creation, restoration, and contaminant projects, research studies, population studies, wildlife inventory, and monitoring activities to include species lifecycle requirements. Develops and maintains partnerships with other Federal, state, and local agencies, private organizations, and special interest groups to protect Refuge lands.
  • -- Oversees, administers and/or develops required National Environmental Policy Act (NEPA) documentation. Oversees and administers Comprehensive Conservation Plans, Habitat Management Plans, Land Acquisition and Protection Plans, etc.
  • -- Plans and administers the Refuge's public relations/public use program including off-refuge programs, interpretive and educational programs, hunting, fishing, wildlife observation, and other recreational management activities.
  • -- Administers the facilities and equipment management program. Develops various work plans and organizes projects covering the construction, repair and maintenance of equipment, buildings, roads, trails, fences, dikes, and other infrastructure.

Qualifications

Only experience and education obtained by 05/31/2023 will be considered. In order to qualify for this position, you must possess both the Basic Requirement and Minimum Qualification.

Basic Requirement:
A. I have completed a 4-year course of study in an accredited college or university leading to a Bachelors or higher degree with major in zoology, wildlife management, or an appropriate field of biology that included at least 9 semester hours in zoology; 6 semester hours in such wildlife courses as mammalogy, ornithology, animal ecology, or wildlife management; 3 semester hours in botany, and 3 semester hours in conservation biology. NOTE: Transcripts are required.

B. I have completed courses in an accredited college or university equivalent to a major in zoology, wildlife management, or appropriate field of biology that included at least 9 semester hours in zoology; 6 semester hours in such wildlife courses as mammalogy, ornithology, animal ecology, or wildlife management; 3 semester hours in botany, and 3 semester hours in conservation biology PLUS appropriate experience and/or additional education comparable to the completion of a 4-year course of study. NOTE Transcripts are required and your resume must contain sufficient detail at this level of work, i.e., complete begin/end dates, hours worked per week, duties performed, etc. for each timeframe for consideration.

Minimum Qualification [GS-12]
I possess one (1) year of specialized experience equivalent to at least the GS-11 that equipped me with the particular knowledge, skills and abilities to perform successfully the duties of this position and that is typically in or related to the work of this position to be filled. Specialized experience includes: 1) experience planning and directing a broad variety of management operations (e.g., prescribed burning, water control activities, biological research, wildlife management and census, habitat monitoring, and public recreational use) in a natural resource setting; 2) planning, directing, and evaluating all aspects of a wildlife management program; 3) developing long and short term management plans; 4) leading a staff of professional and nonprofessional personnel in a natural resource setting. NOTE: Your resume must contain sufficient detail at this level of work, i.e., complete begin/end dates, hours worked per week, duties performed, etc. for each timeframe for consideration.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
