Regular, Full-Time, RCUH Non-Civil Service position with the Pacific Cooperative Studies Unit (PCSU), located at the University of Hawai‘i at Manoa (UHM) in Honolulu, Hawai‘i. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws. 

 

MONTHLY SALARY:  Salary commensurate with qualifications. 

 

DUTIES:  Serves as point of contact to advise and provide guidance to Principal Investigators (PIs) and Project Leads on all human resources (HR) matters. Coordinates the human resources management needs of Pacific Cooperative Studies Unit (PCSU) which includes facilitating recruitment by assisting in job description development, advertising, reviewing procedures, ensuring full documentation, reviewing final selection for submission to the Research Corporation of the University of Hawai‘i  (RCUH), onboarding/hiring, etc. Serves as Unit point person for the University of Hawai‘i (UH) and PCSU, disseminating information appropriately. Works with the PCSU Safety Coordinator to ensure all RCUH incident reports are filed timely to RCUH. Performs payroll support functions. This includes reviewing eTimesheets for accuracy, completeness, and compliance with the RCUH leave policies on behalf of projects and PIs. Follows up for necessary supportive documentation. Maintains and audits annual leave records. Prepares, reviews, and initiates personnel actions (e.g., online and manual PAFs). Follows up on outstanding, incomplete, or missing personnel action documents. 

 

PRIMARY QUALIFICATIONS:

EDUCATION

Bachelor’s Degree from an accredited four (4) year college or university in Business Administration, Management, or related field.

EXPERIENCE

Three to five (3-5) years of progressively responsible experience in personnel and human resources. 

KNOWLEDGE

Knowledge of office administration and principles, practices, and concepts of personnel and human resources. Knowledge of Health Insurance Portability and Accountability Act (HIPAA), applicable State and Federal regulations, policies, and laws.

ABILITIES & SKILLS

Ability to interpret, analyze, and apply pertinent laws, rules, and policies to various situations and to communicate the information to various audiences. Strong verbal and written communication skills to present information clearly and accurately and ability to prepare reports and other materials for presentation. Strong computer and software application skills, including proficiency in computer applications (e.g., Microsoft Office). Ability to multi task and meet multiple deadlines. Post Offer/Employment Condition:  Must be able to pass a post offer criminal background check.

PHYSICAL/MEDICAL DEMANDS

Must be able to lift and carry up to twenty-five (25) pounds unassisted.

POLICY/REGULATORY REQUIREMENT

As a condition of employment, employee will be subject to all applicable RCUH policies and procedures and, as applicable, subject to the University of Hawai‘i's and PCSU’s HIPAA/PHI privacy and security policy. Violation of the RCUH's, the UH's, or the business entity's policies and/or procedures or applicable State or Federal laws and/or regulations may lead to disciplinary action (including, but not limited to possible termination of employment, personal fines, civil and/or criminal penalties, etc.). Must complete the University of Hawai‘i's and PCSU’s HIPAA/PHI privacy and security training immediately after hire or not later than employee’s initial exposure to HIPAA/PHI. Must maintain a current status on the University’s and/or the business entity's training requirements.

 

SECONDARY QUALIFICATIONS:    

Experience in accounting. Familiar with database applications. Familiarity with UH, RCUH, and UH Foundation policies and procedures, Hawai‘i Occupational Safety and Health Division (HIOSH), Society for Human Resource Management (SHRM) and other related administrative policies and procedures.
