Regular, Full-Time, RCUH Non-Civil Service position with the Pacific Cooperative Studies Unit (PCSU), Conservation Planning Program for Endangered Species Protection, located in Honolulu, Hawai‘i. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.
MONTHLY SALARY: $5,287/Mon.
DUTIES: Cooperates with Division of Forestry and Wildlife (DOFAW) and U.S. Fish and Wildlife Service (USFWS) to provide technical support and expertise related to the development and implementation of conservation initiatives including safe harbor agreements (SHAs), candidate conservation agreements (CCAs), habitat conservation plans (HCPs), environmental assessments, environmental impact statements, incidental take permits. Directs, supervises, and assigns work to Protected Species Habitat Conservation Planning Associate and Protected Species Habitat Conservation Support Associate (2 FTEs). Coordinates activities of the Endangered Species Recovery Committee (ESRC). Performs compliance monitoring and pays field inspection visits to relevant project mitigation sites. Develops and manages grant programs and conservation measures for endangered species and other plant and wildlife species. Works effectively with landowners to resolve biological conflicts between land use, practices, and species conservation. Prepares, reviews, and coordinates documentation of conservation agreements and plans in conjunction with DLNR and USFWS. Presents at meetings and public hearings, presents detailed briefings, and disseminates information as needed. Maintains files and records. Provides quarterly reports on progress and an Annual Report on the progress and status of the SHA/HCP program. Occasionally travels to remote field sites using helicopters.
PRIMARY QUALIFICATIONS:

EDUCATION |
Bachelor’s Degree from an accredited four (4) year college or university in Biology, Botany, Zoology, Natural Resource Management, or related field. |

EXPERIENCE |
Three to five (3-5) years of progressively responsible professional experience in the field of regulatory biology, ecology, field botany, wildlife conservation, or research. Experience coordinating regulatory processes or conservation projects with government and non-government agencies and organizations. (Master’s Degree from an accredited college or university in related field may substitute for two (2) years of experience; Doctoral Degree from an accredited college or university in related field may substitute for three (3) years of experience.). At least one (1) year of supervisory experience. |

KNOWLEDGE |
Knowledge and expertise in ecology, botany, and wildlife biology sufficient to evaluate conservation proposals and to predict and identify the effects of project activities on the environment. Knowledge of management principles including, but not limited to, supervising/developing employees, EEO, workplace safety, corrective/disciplinary actions, and administration of policies and procedures. Familiarity with listed Hawaiian native species and recovery strategies. Knowledge of Federal and State environmental laws, regulations, and regulatory processes. |

ABILITIES & SKILLS |
Sufficiently developed writing and organizational skills to effectively express ideas and concepts. Ability to prepare and write various types of documents such as letters, memoranda, briefings statements, and technical reports. Ability to effectively communicate orally and express technically complex concepts and plans clearly. Well-developed ability to work effectively with people from different backgrounds and with different perspectives. Ability to establish work standards/expectations and clear direction to meet goals and objectives of ongoing work for direct reports. Ability to provide guidance, motivate, and engage direct reports through effective communication and leadership. Ability to assign work and to establish work rules and acceptable levels of quality and quantity of work. Ability to review work and evaluate performance, and develop required job competencies of direct reports. Post Offer/Employment Conditions: Must possess Certification in First Aid/CPR (or be able to obtain the certificate following the training provided within three (3) months of hire) and maintain throughout duration of employment. Must be able to complete basic helicopter safety course within six (6) months of hire. |

PHYSICAL/MEDICAL DEMANDS |
Must be able to perform fieldwork in remote and potentially hazardous locations. Fieldwork may require walking over wet, rough, uneven, or muddy surfaces, bending, crawling, stooping, and stretching, reaching, and similar activities. Able to lift and carry up to thirty-five (35) pounds of equipment over rough terrain unassisted. |
