Regular, Full-Time, RCUH Non-Civil Service position with Pacific Cooperative Studies Unit (PCSU), Three Mountain Alliance Watershed Partnership (TMA WP), located on the Island of Hawai‘i. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, and availability of funds.
MONTHLY SALARY: $5,100/Mon.
DUTIES: Manages, finalizes, and implements the Three Mountain Alliance Watershed Partnership Management Plan (TMA WP). Focuses on maintaining and expanding the TMA; maintaining office space and other necessities to coordinate the TMA efficiently and effectively; and raising funds from public and private sources, with the support of TMA members, to fund the needs and projects for the partnership. Plans, prioritizes, and implements TMA WP projects. Works in conjunction with private and public watershed partners. Directs a team of TMA members to implement forested watershed protection projects such as fencing, feral animal and weed control, forest restoration, monitoring, and environmental education and community outreach. Assures favorable public relations, and that information on watershed protection activities is properly kept in project records. Works with funding agencies to identify and obtain financial support for projects. This includes writing and submitting grant applications and reports. Directs, supervises, and assigns work to PCSU TMA staff. Recruits, hires, and trains field crew and volunteers in control methods, proper watershed management procedures, equipment, and safety with the assistance of partner members. Accurately records and reports work progress. Works with landowners and the community to implement management objectives and to obtain proper approvals to carry out management objectives. Leads public outreach efforts. Works with the media, community organizations, civic leaders, and individuals through an effective program using personal contact, media briefings, brochures, press releases, presentations, and public service announcements. Coordinates with cooperators, volunteers, and the public to establish and maintain new collaborative efforts to protect the >1 million-acre TMA watershed area.
PRIMARY QUALIFICATIONS:
EDUCATION/TRAINING |
Bachelor’s Degree from an accredited four (4) year college or university in Biological Sciences, Resource Management, Planning or related field. |
EXPERIENCE |
One to three (1-3) years of project management experience involving planning, scheduling, internal/external relations, and administration. Experience must also include at least one (1) year of field activities relating to agricultural, watershed or natural resources management, and one to two (1- 2) years of supervisory or leadership experience. Experience must be well-documented (include dates and hour per week) and paid. |
KNOWLEDGE |
Working knowledge of Hawaiian biota and watershed threats. Familiar with fencing techniques and ungulate control issues. Knowledge of laws, rules and polices involved with watershed management and their implications for watershed partners. Working knowledge of MS PowerPoint, databases systems, and Geographic Information Systems (GIS). |
ABILITIES & SKILLS |
Proficient computer skills in word processing, and spreadsheets (MS Excel). Proficient in grant/report writing, fundraising, budgeting, procurement, report writing, and general office administration. Ability to read maps and aerial photographs. Ability to read maps and navigate and use GPS units/compass in remote areas. Be able to apply pesticides safely. Post Offer/Employment Conditions: Must possess the American Red Cross Certification in First Aid/CPR. Must be able to complete basic helicopter safety course (A100) within twelve (12) months from date of hire. Must complete the online Hazard Communication training immediately after hire or no later than employee’s initial exposure to hazardous chemicals. |
PHYSICAL/MEDICAL DEMANDS |
Must be able to conduct fieldwork in dense vegetation under difficult conditions (heat, rain, cold temperatures, poor footing). Must be able to hike over difficult terrain with a backpack weighing up to forty (40) pounds unassisted. Must be able to work around and fly in approved helicopters. |
POLICY/REGULATORY REQUIREMENT |

SECONDARY QUALIFICATIONS:
Management, and public relations skills. Experience working with control of invasive species in Hawai‘ian forests; working with herbicides; and knowledge of Hawai‘ian flora and fauna. Knowledge of funding sources in Hawai‘i and nationally. Knowledge of endangered species in Hawai‘i. Knowledge of the Natural Area Reserves Program. Knowledge of indigenous resource management perspective. |
