Regular, Full-Time, RCUH Non-Civil Service position with the Pacific Cooperative Studies Unit (PCSU), Department of Land and Natural Resources (DLNR) Division of Forestry & Wildlife (DOFAW) in the Forestry Section administration office, located in Honolulu, Hawai‘i. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.
MINIMUM MONTHLY SALARY: $3,900/Mon.
DUTIES: Develops management plans for the State Forest Reserve System. Researches and compiles biological, abiotic, cultural, historical information and spatial data relevant to the development of comprehensive management plan. Researches all historical information and maps, survey documents, and official records from the State Archives, City and County of Honolulu Department of Planning, Department of Accounting and General Services (DAGS) State Survey, State of Hawai‘i GIS program, DLNR Bureau of Conveyances, DLNR Land Division, and DOFAW. Consults with resource management experts to develop management goals and objective for public forest resources. Provides technical assistance, expertise and research on boundary discrepancies. Researches all historical survey documents, and official records (e.g., executive orders) necessary to determine the current status, encumbrances and boundaries of the State managed forest reserves. Develops and implements a schedule of actions to resolve found discrepancies for state forest reserves. Coordinates with other agencies such as the City and County of Honolulu Department of Planning and the Board of Water Supply to reconcile records. Composes, coordinates, and tracks all documents necessary to resolve ongoing boundary discrepancies for the forest reserves. Uses mapping programs, such as ArcGIS and ArcGIS Online, to illustrate boundary records, planned forest management activities, and significant natural or man-made resources. Arranges for and oversees public meetings and hearings related to forest planning initiatives. Provides technical expertise to land management inquiries; reviews planning documents and inspects management actions. Drives project vehicles to work sites. Assists with miscellaneous forestry projects objectives as needed.
PRIMARY QUALIFICATIONS:
EDUCATION/TRAINING |
Bachelor’s Degree from an accredited four (4) year college or university in Forestry, Natural Resource Management, Environmental Planning, Ecology, Biology, Agriculture, or related field. |
EXPERIENCE |
One to three (1-3) years of experience with forestry, land and natural resources management, or related field. Experience may be from a paid work position, or from a professional internship (paid or unpaid). |
KNOWLEDGE |
Knowledge of forest and natural resources in Hawai‘i, or similar environment types. Knowledge of available public and private forestry programs and projects in the State of Hawai‘i. Knowledge of principle components of resource management plans and environmental review documents, as well as techniques of vegetation management, reforestation, weed control, and plant propagation. |
ABILITIES & SKILLS |
Basic computer skills, including but not limited to spreadsheets and Geographic Information Systems (GIS). Demonstrated skills in word processing, data entry, layout/design, digital publishing and internet communications. Able to prepare and format electronic materials on a variety of scales (posters, brochures, etc.). Familiarity with Hawai‘i natural resource and land policies, including ability to read, understand, and interpret historical survey documents, catalogs, land classifications, and official governmental documents. Good communication and public speaking skills. Ability to keep records and prepare detailed reports. Ability to use or learn to use Global Positioning Systems (GPS). Must possess a valid driver’s license (and if use of personal vehicle on the job is required, must also have valid personal driver’s insurance equivalent to Hawai‘i’s No-Fault Driver’s Insurance) and maintain throughout the duration of employment. Post Offer/Employment Conditions: Must possess the American Red Cross Certification in First Aid/CPR (or be able to obtain and maintain the certificate following the training provided within three (3) months from date of hire and maintain throughout duration of employment). |
PHYSICAL/MEDICAL DEMANDS |
Able to hike and endure outdoor conditions on occasion. |

SECONDARY QUALIFICATIONS:
Knowledge of and experience working with mapping software, including ArcGIS and ArcGIS Online Applications. Knowledge of and experience working on environmental management and conservation projects in Hawai‘i, or similar ecological environments. Strong knowledge of Hawaiian forests, culture, biota, and ecosystems. Knowledge on land management practices in Hawai‘i for forest restoration, agriculture, and community interactions. Familiarity with state legislative processes. Demonstrated ability to work effectively in a complex organizational structure, requiring sound decisions regarding priorities and workload management. |
