Pacific Cooperative Studies Unit.  Regular, Full-Time, RCUH Non-Civil Service position with the Pacific Cooperative Studies Unit (PCSU), performing project tasks on land controlled by the U.S. Navy, located at Joint Base Pearl Harbor – Hickam (JBPH-H), on the island of Oahu, Hawai‘i. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.

MONTHLY SALARY RANGE:  $3,625-$3,800/Mon.

DUTIES:  Plans and implements wildlife predator control activities (e.g. trapping, use of airguns) in support of the JBPHH Natural Resources Program. Operates in multiple sensitive areas monitoring and controlling non-native predators. Duties include monitoring for the presence of various predators including cats, rats, mice, mongoose, dogs, and feral pigs. Monitoring may also include the breeding success of endangered bird species to evaluate effectiveness of predator control activities. Operates equipment such as Global Positioning Systems (GPS), handheld radios, cameras, etc. Operates 4-wheel drive (4WD) trucks or All-Terrain Vehicles (ATVs). Drives project vehicles to access field sites. Collects various data in the field and enters data into computer database system. Assists in the preparation of simple maps and other tasks related to keeping accurate records of the field work accomplished. Participates in projects to support the Integrated Natural Resources Management Plan (INRMP) execution. Responds to reports of injured wildlife, which may potentially be outside of core working hours. Performs basic construction tasks and simple maintenance on tools and vehicles. Functions as a subject matter expert for the Natural Resources Program to assist with environmental project reviews, especially concerning predator control efforts. Whenever possible, provides supplemental information on distribution and breeding success rates of endangered seabirds within the study areas and occasionally assists with seabird monitoring work if needed.

PRIMARY QUALIFICATIONS: EDUCATION/TRAINING:  Bachelor’s Degree from an accredited four (4) year college or university in Biological Sciences, Natural Resource Management, Wildlife Biology, or a related field.  EXPERIENCE:  At least one (1) year of work experience in or related to managing natural resources. Experience needs to be documented well and acquired under the employment of an academic institution, governmental agency, private company, or non-profit organization in the appropriate field.  ABIL/KNOW/SKILLS:  Basic knowledge of the natural history of native Hawaiian wildlife. Basic familiarity with native Hawaiian ecosystems, plants, and wildlife. Familiarity with techniques used to inventory and monitor wildlife and other natural resource assets.  Familiarity with techniques used to inventory and control non-native predators.  Ability to work well in a team setting and independently on tasks. Ability to maintain a positive, professional attitude in support of a productive work environment. Must have good oral and written communication skills. Ability to take good field notes and record biological data with a global positioning system (GPS). Ability to collect, organize, and manage a variety of field data. Ability to analyze data and present findings and recommendations formatted in a written report. Ability to use word-processing, database, and spreadsheet programs. Must possess a valid driver’s license (and if use of personal vehicle on the job is required, must also have valid personal driver’s insurance equivalent to Hawai‘i’s No-Fault Driver’s Insurance) and maintain throughout the duration of employment.  Post Offer/Employment Condition: Must be able to obtain a Department of Defense (DoD) security clearance for employment as a Navy contractor. Applicants selected will be subject to a Government security investigation and must meet eligibility requirements for access to unclassified information. Must possess the American Red Cross Certification in First Aid/CPR (or be able to obtain the certificate following the training provided within three (3) months from date of hire) and maintain throughout duration of employment. Must complete the online Hazard Communication training immediately after hire or no later than employee’s initial exposure to hazardous chemicals.  PHYSICAL/MEDICAL REQUIREMENTS:  Ability to lift and carry up to fifty (50) pounds unassisted. Able and willing to conduct work under strenuous outdoor conditions (e.g., extreme weather, thick brush, and steep terrain) on a secured military base. SECONDARY QUALIFICATIONS:  Fieldwork with emphasis on predator control with a land management agency or a County, State, or Federal program in Hawai‘i strongly preferred. Experience hunting birds using air guns, traps, and other prescribed methods. Previous experience monitoring endangered Hawaiian seabirds. Experience in identification of native Hawaiian plants and animals and non-native plants. Education in and experience with programs managing protected species and ecosystems on Navy lands in Hawai‘i, especially JBPH-H. Knowledge of the life history of protected species at JBPH-H. Ability to use a Global Information System (GIS). Knowledge of Department of the Navy natural resources programs in general, and the policy and organizational contexts within which they are managed.
