CULTURAL RESOURCE SPECIALIST (PTA) – ID# 220483
Pacific International Center for High Technology Research. Regular, Full-Time, RCUH Non-Civil Service position with the Pacific International Center for High Technology Research (PICHTR), performing project tasks on land controlled by the U.S. Army Garrison, Hawai‘i (USAG-HI) at Pohakuloa Training Area (PTA) on the island of Hawai‘i. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.
MINIMUM MONTHLY SALARY: $3,467/Mon.
DUTIES: Provides day-to-day support in implementing the Island of Hawai‘i Cultural Resource Program Scope of Work (SOW). Performs assigned tasks to implement programs developed by the USAG-HI Cultural Resources Program Manager. Independently carries out delegated tasks necessary for compliance with Federal, State, and Army laws and regulations governing possible effects of Army actions on historical/cultural resources, including archival research, document preparation, performance of limited surveys and excavations necessary to support consultations. Composes technical reports and consultation correspondence to be reviewed by direct supervisor before being submitted to USAG-HI Cultural Resources Program Manager. Reviews and provides input to USAG-HI Cultural Resources Program Manager and PTA-GS Archaeologist on proposed installation plans, troop maneuver and undertakings, in addition to providing reconnaissance field inspections, as needed. Works independently under the direction of the PTACRM Program Manager to develop and implement excavations and site protection measures, do periodic monitoring of historical/archaeological sites, and provide information to the regular maintenance of Geographic Information Systems (GIS) archaeological site database and the PP4 database. Responds to unanticipated sensitive finds. Performs small-scale archaeological reconnaissance surveys, report compilation, relocation of known archaeological sites, and collection of additional data, utilizing Global Positioning System (GPS) to establish and confirm location. Drives to various work sites. Participates in public outreach activities as requested, including conducting tours, assisting with educational programs, and providing soldier briefs of cultural resource sensitivity. Contributes to development of cultural resources public outreach materials and displays. As directed, completes equipment and supplies inventory, maintenance, and acquisition, including determining purchase sources for equipment and supplies and generating procurement requests. Assures proper storage of supplies and equipment as they are used. Maintains and services equipment, including vehicles. Works in areas with Unexploded Ordnance (UXO) with professional Explosive Ordnance Disposal (EOD) supervision.
PRIMARY QUALIFICATIONS: EDUCATION/TRAINING: Bachelor’s Degree from an accredited four (4) year college or university in Archaeology, Anthropology, Cultural Resources Management, or a related field. EXPERIENCE: One to three (1-3) years of experience in performing archaeological fieldwork, including pedestrian survey, mapping, excavation and testing, and technical report writing. ABIL/KNOW/SKILLS: Knowledge of archaeological methods. Ability to use a compass, maps and GPS. Computer literate in Microsoft Office applications, including Word, Access, Excel, PowerPoint, and Outlook. Familiarity with ArcGIS software or similar and Adobe Illustrator. Must possess a valid driver’s license (and if use of personal vehicle on the job is required, must also have valid personal driver’s insurance equivalent to Hawai‘i’s No-Fault Driver’s Insurance) and maintain throughout the duration of employment. Post Offer/Employment Conditions: Must be able to pass a Department of Defense (DoD) security check for employment as an Army contractor. Applicants selected will be subject to a Government security investigation and must meet eligibility requirements for access to unclassified information. Must possess the American Red Cross Certification in First Aid/CPR (or be able to obtain the certificate following the training provided within three (3) months from date of hire) and maintain throughout duration of employment. Must complete online forty (40) hour Hazardous Waste Operations and Emergency Response (HAZWOPER) training within two (2) weeks from date of hire or may be subject to termination. Must complete the online Hazard Communication training immediately after hire or no later than employee’s initial exposure to hazardous chemicals. Must complete UXO training within two (2) weeks from date of hire (as job duties will require work in UXO areas) and maintain throughout duration of employment. Must complete confined spaces training within three (3) weeks from date of hire and maintain throughout employment. Must complete 4-wheel drive and winch training before performing duties. Must be able to complete basic helicopter safety course within twelve (12) months from date of hire. If selected for additional duties must be certified and be approved by PICHTR/Research Corporation of the University of Hawai‘i (RCUH) prior to activity. PHYSICAL/MEDICAL REQUIREMENTS: Works under strenuous and extreme outdoor conditions, including inclement weather. Able to hike up to ten (10) miles per day with a backpack weighing up to forty (40) pounds unassisted, and camp in remote and rugged areas for periods of several days. SECONDARY QUALIFICATIONS: Education and experience in the cultural and archaeological setting specific to Army lands on Hawai‘i islands. Experience in Pacific Islands archaeology. Knowledge of Pacific Islands archaeology and cultural history. Knowledge of the National Historic Preservation Act of 1966, as amended, and related regulations and laws. Knowledge of DoD cultural resources in general and the policy, organizational, and operational contexts within which they are managed. Knowledge of local, Federal, and State lands use and environmental laws. Familiarity with integrative techniques used to inventory, assess, and display cultural resource assets, environmental impacts, and their interrelationships. Experience performing a variety of cultural resources program tasks, particularly in a governmental agency setting.
