Job Summary
 
 

Regular, Full-Time, RCUH Non-Civil Service position with the Pacific Cooperative Studies Unit (PCSU), University of Hawai‘i, Big Island Invasive Species Committee (BIISC), located in Hilo, Hawai‘i.  Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws. 

MINIMUM MONTHLY SALARY:  $2,629/Mon

DUTIES:  Works closely with BIISC Manager to produce and implement the BIISC Strategic Action Plan.  Prepares quarterly and annual reports and performs scoping and refinement. Analyzes and evaluates BIISC project performance. Manages all BIISC spatial (Geographic Information System [GIS]) and tabular databases, and producing summary and analysis of data. Verifies tabular and GIS datasets.  Monitors the native ecosystem by performing quantitative analysis using GIS software to determine status and trends of biological resources. Inputs and summarizes field data for incorporation into GIS. Uses GIS to produce map products to evaluate and facilitate fieldwork. Trains field staff and new employees in data entry and completing necessary office work.  May occasionally assist BIISC Field Supervisor with training and/or leading of up to six (6) field staff in field activities. Provides computer technical support for field crew.  Controls alien plant invasions using mechanical and chemical means. 

PRIMARY QUALIFICATIONS: EDUCATION/TRAINING:  Bachelor’s Degree from an accredited four (4) year college or university in Biology, Botany, Environmental Studies, Geography, Natural Sciences, Natural Resource Management, or related field with one (1) year of course work in GIS applications (At least one (1) year of professional GIS experience may substitute for coursework in GIS applications).  EXPERIENCE:  Three (3) months to one (1) year of experience in database and GIS management, technical support, and troubleshooting for a land management agency. Experience performing fieldwork in alien plant control. Experience working with control of invasive species in Hawai‘i or elsewhere.  ABIL/KNOW/SKILLS:  Knowledge and expertise in utilizing tabular and spatial databases and GPS units for program management. Knowledge of Hawaiian biota and threats from incipient alien plant and animal invasions in Hawai‘i. Strong working knowledge of Microsoft Office Suite, Access, Trimble GPS system, and ESRI software. Knowledge of basic methods in plant or animal ecology.  Good organizational communication and computer skills. Demonstrated ability to summarize, analyze, and develop written reports on results of research. Ability to interpret maps and aerial photographs. Must possess a valid driver’s license (and if use of personal vehicle on the job is required, must also have valid personal driver’s insurance equivalent to Hawai‘i’s No-Fault Driver’s Insurance) and maintain throughout the duration of employment.  Post Offer/Employment Conditions: Must possess the American Red Cross Certification in First Aid/CPR (or be able to obtain and maintain the certificate following the training provided within three (3) months from date of hire) and maintain throughout duration of employment. Must be able to complete pesticide safety course within twelve (12) months from date of hire. Must complete the online Hazard Communication training immediately after hire or no later than employee’s initial exposure to hazardous chemicals. Must be able to complete basic helicopter safety (A100) course within six (6) months from date of hire.  PHYSICAL/MEDICAL REQUIREMENTS:  Good general coordination skills. Ability to hike in remote areas and rugged terrain under inclement weather conditions up to five (5) miles on irregular terrain with backpack weighing up to 20 pounds. POLICY AND/OR REGULATORY REQUIREMENTS:  As a condition of employment, employee will be subject to all applicable RCUH policies and procedures and, as applicable, subject to University of Hawai‘i's and/or business entity's policies and procedures.  Violation of RCUH's, UH's, or business entity's policies and/or procedures or applicable State or Federal laws and/or regulations may lead to disciplinary action (including, but not limited to possible termination of employment, personal fines, civil and/or criminal penalties, etc.). 

SECONDARY QUALIFICATIONS:  Knowledge of spatial analysis, programming, graphic representation, computer modeling, and use of relational databases. Strong interest in developing new technology to support field operations. Botanical or wildlife skill and invasive species management experience in Hawai‘i.  Experience in scientific writing and statistical analysis.
