14 hours vacation time accrued per month for a 40 –hour per week contract hire. 14 hours sick leave accrued per month for a 40 –hour per week contract hire. Student Eligibility:
Sophomore, Junior, Senior (for seniors you must be graduating in the Fall 2019 semester or have been accepted into the Master’s program). If you are a Masters student (first year in your Master’s program), you must be graduating after the 2019 summer.

Employment Opportunities:
The City will provide the student intern with training to accomplish the Department of Facility Maintenance (DFM) Storm Water Quality (SWQ) Branch permit goals. In the process of accomplishing the desired goals, the student will be exposed to both the science and engineering aspects of the City’s stormwater program. If the employment duration is long, the student intern will be exposed to the entire program. This includes stream water sampling, public education and outreach, illicit discharge and detection, construction stormwater runoff control, post construction best management practices, and good housekeeping programs. Secondary to supporting branches goal, working on a special project that includes a presentation to the DFM director and SWQ branch chief.
Examples for 2019:
• Engineering – The City needs help in completing existing data sets and establishing new data sets as the City progresses in improving its asset management system. Students will analyze all the data sets and attempt to determine if other stormwater programs can take advantage of that data. Training will include introducing the intern to the basics of reading construction plans and specifications and visiting active construction sites.
• Environmental Science – The City needs help in taking stream grab samples to determine the source of nutrient spikes. Students will be collecting, testing, and analyzing both historical and current data. This will occur across multiple watersheds where the City has pollutant load reductions. This will allow the student to gain valuable field work experience. The City intends to use the UH lab to perform isotope testing δ15N and δ 18O to determine potential sources of pollutants.
• Marketing – The City needs help using community based marketing to change people’s behavior regarding trash and other pollutants. Students will be involved with multiple tasks for public education and outreach, which will include assessing consumer behavior through interpersonal surveys and field observations, then analyzing and using results to recommend program revision and develop a marketing plan that could be implemented in the following year.
• All students will collect data to identify locations and concentrations of surface street trash. Data collection will occur in the leeward, north shore, windward, and central areas of Oahu. This data along will be used to identify where the City needs to focus its efforts in preventing trash from getting into the storm drain system, providing public education, and changing behaviors.
• All students will assist in completing tasks related to the planning, organizing, establishing web based surveys and questions for the City’s 2019 Post Construction Best Management Practice Workshop.
During this employment the student intern will be exposed to various software including the Microsoft Office Suite, ESRI Arcmap Geographic Information System (GIS) software, Cityworks Asset Management System (AMS) software, data collection using a tablet, and other City software to assist the staff in completing set goals.
The intern will gain insight in what the EPA and State Department of Health goals are for permit holders to improve receiving water quality. This includes attending the City department wide meeting on stormwater activities and local workshops. Each participating intern will also have a chance to improve the existing SWQ training program to address the needs of both SWQ and the student. During this period the City’s intent is to provide a brief exposure to all its programs by shadowing each program. The intern will realize that the City does a lot of inspections to ensure that City facilities and private businesses comply with the permit requirements.
Long Term Goals:
For SWQ, we hope we can attract UHM (University of Hawaii at Manoa) engineering or environmental science and UHWO (UH West Oahu) marketing students to come and work at the City. SWQ also wants to establish a long term relationship with the UHM and UHWO. In addition, we also have full time entry level engineering positions which students may be interested in when they graduate with their bachelor’s degree.
