Regular, Full-Time, RCUH Non-Civil Service position with the School of Ocean and Earth Science and Technology (SOEST), Joint Institute for Marine and Atmospheric Research (JIMAR), located at the National Marine Fisheries Service (NMFS) Pacific Islands Fisheries Science Center (PIFSC) in Honolulu, Hawai‘i. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.
MONTHLY SALARY: Salary commensurate with qualifications.
DUTIES: Tests and helps develop software applications as part of PIFSC Western Pacific Fisheries Information Network (WPacFIN) and creates technical documentation for data systems, as well as metadata and data dictionaries. Uses WPacFIN-developed and other software applications and MySQL databases to produce fisheries statistical summaries on the web. Maintains and updates web data summaries using HyperText Markup Language (HTML), Hypertext Preprocessor (PHP), JavaScript (JS) or other server-side scripting languages. Maintains Insular Fisheries Monitoring Program (IFMP) documents, metadata summaries and web pages in the National Oceanic and Atmospheric Administration (NOAA) InPort Metadata Catalog.
PRIMARY QUALIFICATIONS: EDUCATION/TRAINING: Bachelor’s Degree from an accredited four (4) year college or university with writing intensive coursework and education or training in web development. EXPERIENCE: One to three (1-3) years of experience in writing software user and technical manuals, or developing metadata documentation. One to three (1-3) years of experience writing technical reports and performing computer-related work. One to three (1-3) years of experience in compiling statistical data summary reports and using Microsoft Excel to create statistical charts and tables. One to three (1-3) years of experience producing and maintaining webpages. ABIL/KNOW/SKILLS: Familiarity with requirements for metadata documentation and the production of technical manuals. Knowledge of FTP software, general C# programming, and MySQL and/or Oracle databases. Understanding of the use of HTML or PHP, Content Management Systems (CMS), JavaScript, Cascading Style Sheets, and other tools to create and maintain web content. Must be able to meet and maintain the United States Department of Commerce (DOC) and National Oceanic and Atmospheric Administration (NOAA) security requirements to access work location. Must be a US Citizen or Permanent Resident Alien. Demonstrated competency in writing detailed, clear, concise, and easy-to-read technical and user documentation. Must be proficient in working within a Windows Personal Computer (PC) environment, using off-the-shelf editing, desktop publishing, flow charting, and web page software (i.e., Microsoft Office Professional, Adobe Creative Suite, Visio, Adobe Acrobat). Willing to learn to interpret C# and MySQL programming. Post Offer/Employment Condition: Must be able to meet US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA) security requirements for working in a federal facility, which includes being fingerprinted and having a federal background check performed prior to date of hire and maintained throughout duration of employment. SECONDARY QUALIFICATIONS: Ability to communicate and work well with people having a wide range of technical and scientific expertise. Experience with fisheries data collections and data processing applications, producing administrative reports, and writing user guides and documentation for software systems. Experience evaluating and comparing software applications. Experience with software and hardware troubleshooting. Experience using web development frameworks to produce dynamic web applications.
