HAWAI‘I ISLAND FORESTRY ASSOCIATE – ID# 17484.
Pacific Cooperative Studies Unit. Regular, Full-Time, RCUH Non-Civil Service position with the Pacific Cooperative Studies Unit (PCSU), Department of Land and Natural Resources (DLNR), Division of Forestry & Wildlife (DOFAW) in the Forestry Section administration office, located in Honolulu, Hawai‘i. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.
MONTHLY SALARY RANGE: $2,428-$4,918/Mon.
DUTIES: Provides technical assistance, expertise and research on Hawai‘i Island state forest reserve boundary discrepancies, and assists with developing and implementing a schedule of actions to resolve discrepancies. Assists with the development of forest reserve management plans. Remedies the current forest reserve boundary and discrepancies using data gathered from the archived records from the State Archives, City and County of Honolulu Department of Planning, Department of Accounting and General Services (DAGS) State Survey, DLNR Bureau of Conveyances, DLNR Land Division, and DOFAW. Coordinates with other agencies, such as the City and County of Honolulu Department of Planning and the Board of Water Supply, to reconcile records. Uses mapping programs, such as ArcGIS, to illustrate boundary records, planned forest management activities, and significant natural or man-made resources. Prepares and tracks recommendations and submittals to solve discrepancies, as appropriate, and assists with public informational meetings and outreach. Prioritizes, plans, and develops timelines for completing environmental compliance documents and permits for biological control projects targeting forest pests. Works closely with state and federal researchers to expedite biological control projects as well as develop grant proposals. Coordinates and communicates information related to biological control projects to the public and natural resource managers. Assists with miscellaneous forestry projects objectives, as needed.
PRIMARY QUALIFICATIONS: EDUCATION/TRAINING: Bachelor’s Degree from an accredited four (4) year college or university in Forestry, Natural Resource Management, Environmental Planning, Ecology, Biology, Agriculture, or related field. EXPERIENCE: At least one (1) year of experience with forestry, land and natural resources management, or related field. ABIL/KNOW/SKILLS: Knowledge of the forest and natural resources in Hawai‘i, or similar environment types. Knowledge of available public and private forestry programs and projects in the State of Hawai‘i. Knowledge of principal components of resource management plans and environmental review documents, as well as techniques of vegetation management, reforestation, weed control, and plant propagation. Good computer skills, including but not limited to, spreadsheets and Geographic Information Systems (GIS). Demonstrated skills in word processing, data entry, layout/design, digital publishing and internet communications. Able to prepare and format electronic materials on a variety of scales (posters, brochures, etc.). Familiarity with Hawai‘i natural resource and land policies. Ability to read, understand, and interpret historical survey documents, catalogs, land classifications, and official governmental documents. Good communication and public speaking skills. Ability to keep records and prepare detailed reports. Ability to use or learn to use Global Positioning Systems (GPS). Demonstrated ability to work effectively in a complex organizational structure, requiring sound decisions regarding priorities and workload management. Must possess a valid driver’s license (and if use of personal vehicle on the job is required, must also have valid personal driver’s insurance equivalent to Hawai‘i’s No-Fault Driver’s Insurance) and maintain throughout the duration of employment. Post Offer/Employment Conditions: Must possess the American Red Cross Certification in First Aid/CPR (or be able to obtain the certificate following the training provided within three (3) months from date of hire) and maintain throughout duration of employment. PHYSICAL/MEDICAL REQUIREMENTS: Able to do light hiking and endure outdoor conditions on occasion. SECONDARY QUALIFICATIONS: Knowledge of and experience working with mapping software, including ArcGIS. Knowledge of and experience working on environmental management and conservation projects in Hawai‘i, or similar ecological environments. Strong knowledge of Hawaiian forests, culture, biota, and/or ecosystems. Knowledge of land management practices in Hawai‘i for forest restoration, agriculture, and community interactions. Familiarity with state legislative processes.
