The position is located in Downtown, Oahu.

Salary: $51,312 minimum annually/Commensurate with education and experience.

DUTIES SUMMARY The purpose of this position is to serve as the deputy to the Sanctuary Co-manager, coordinating program operations to effectively implement the sanctuary management plan and to achieve the highest possible levels of administrative efficiency, technical soundness, and legal compliance. Performs other duties as assigned.

MINIMUM QUALIFICATION REQUIREMENTS Citizenship Requirement: Applicants must be citizens, permanent resident aliens, or nationals of the United States. Non-citizens with unrestricted employment authorization from the U.S. Immigration and Naturalization Service may also apply.

Knowledge: Marine conservation and resources management principles, marine science and research principles and methods; group dynamics and human resources management techniques; community engagement principles; public education and outreach principles; Native Hawaiian cultural practices and stewardship; marine wildlife rescue and incident response; State and federal statutes including NMSA, ESA, MMPA, NEPA, HEPA, and MSFCA; small boat operation; State and federal contracting, procurement and grant administration policies and requirements; budget management; and computer word processing and database applications/software.

Skills/Abilities: Ability to collect, correlate, evaluate, and analyze facts and develop sound conclusions and recommendations; understand research methods and techniques used in marine wildlife management and conservation. Possess excellent written and oral communication skills; effective public speaking and presentation skills. Ability to produce recommendations, reports, various printed materials, publications and exhibits in a professional and timely manner. Grant writing and management. Work cooperatively and communicate effectively with supervisors, volunteers, fellow staff members, representatives from government agencies and organizations, stakeholders, legislators, fishermen, communities, and the general public. Ability to organize meetings and workshops. Ability to facilitate marine wildlife incident responses and field research projects, while ensuring personnel safety and compliance with all relevant State and federal wildlife laws and policies. Understand and carry out verbal and written instructions; work independently through all phases of a project; demonstrate initiative; prioritize tasks to meet set deadlines; and generate reports and present results in accordance with scientific method. Work cooperatively and communicate effectively with supervisors, volunteers, fellow staff members, representative from government agencies and organizations, stakeholders, legislators, fishermen and the general public. Function as an effective acting supervisor of program staff and supervisor of volunteers, fairly and effectively resolve volunteer personnel issues and conflicts, foster a productive volunteer work environment; promote volunteer teamwork, foster collaboration with other programs and contributions to the overall effectiveness of the Department. Proficiency in Microsoft Office Suite software. Ability to work frequent nights and weekends.

Education Requirements: A bachelor's degree from an accredited four (4) year college or university in environmental policy, marine policy, marine resources management, wildlife management, coastal management, marine science, geography or a related field.

Experience Requirements: At least five (5) years of progressively responsible work experience involving marine conservation and/or marine management, preferably in Hawaii. Experience working effectively with government agencies, stakeholder groups, and non-profit organizations, and facilitating meetings and activities involving diverse participants. Experience in preparing clear and well organized reports, representing agency policies in public arenas, facilitating decision-making, and public speaking. Experience in marine science and education.

Substitutions Allowed: A master's degree in one of the aforementioned fields may be substituted for one (1) year of work experience. A Ph.D. degree in one of the aforementioned fields may substitute for three (3) years of work experience.

License Requirements: Applicants must possess a valid license, type 3 or higher, to drive in the State of Hawaii.
