Regular, Full-Time, RCUH Non-Civil Service position with the Pacific Cooperative Studies Unit (PCSU), Oahu Invasive Species Committee (OISC) located in Kailua, Oahu.  Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws. 

MONTHLY SALARY:  Salary commensurate with qualifications. 

DUTIES:  Manages all field operations including short and long-term planning, goal setting, implementation, safety, supervision of field staff, data collection and evaluating results. Translates OISC action plans into measurable results. Assists OISC Manager with strategic planning and writing invasive species management plans. Responsible for scheduling daily field activities to ensure project outcomes are met. Supervises field crews directly or delegates responsibility to OISC Field Supervisors.  Trains field leaders, workers, and temporary hires in all aspects of field operations including plant and animal identification, field procedures, equipment use and care, herbicide application, and helicopter operations.  Works in the field with crew members controlling invasive alien plant and animal species targeted by action plans. Leads or co-leads interagency field crews or may defer leadership to other agency team leaders as directed by OISC Manager.  Maintains needed equipment and supplies. Oversees helicopter operations.  Works with landowners to arrange access for surveys and control. Coordinates field operations with cooperators from the State Department of Land and Natural Resources, the Hawai'i Department of Agriculture, the Nature Conservancy, the Honolulu Board of Water Supply, the Oahu Army Natural Resources Program, and others.  Ensures that all operations are conducted according to legal requirements and accepted safety standards, and that proper protective equipment is used.  Establishes and implements protocols to prevent seed dispersal by field crews.  Helps to establish and maintain favorable public relations, landowner relations, and quality control of action by the team.  Records and summarizes detailed field data, and coordinates data analysis using various computer programs with the OISC Operations Planner/Analyst.  Conducts evaluations of subordinates. Assists with preparation of progress reports. 

PRIMARY QUALIFICATIONS: EDUCATION/TRAINING:  Bachelor’s Degree from an accredited four (4) year college or university in Biology, Botany, Resource Management, Environmental Science, or a related field.  EXPERIENCE:  Two to four (2–4) years of work experience in an active field biology/resources management program including one to two (1–2) years leadership/supervisory experience.  Must have prior experience supervising paid staff and attendance in supervisory training programs.  ABIL/KNOW/SKILLS:  Knowledge of Hawaiian biota and threats from incipient invasive species. Knowledge of field techniques including ground and aerial survey protocols, herbicide use, helicopter operations, species identification, safety management and basic safety protocol.  Ability to plan for both long and short-term goals. Ability to train others and manage employee performance. Ability to communicate clearly both orally and in writing. Ability to write clear and concise reports.  Able to read topographic maps and other map formats. Able to use Global Positioning Systems (GPS).  Able to perform data collection, data entry, management and analysis. Ability to use ArcGIS, to organize and analyze spatial data. Ability to use Microsoft Office programs including Microsoft Access. Ability to use a compass, altimeter, GPS unit, and other navigational tools. Ability to work with small mechanized equipment.  Must possess a valid driver’s license (and if use of personal vehicle on the job is required, must also have valid personal driver’s insurance equivalent to Hawai‘i’s No-Fault Driver’s Insurance) and maintain throughout the duration of employment. Must be able to drive a 4-wheel drive vehicle with automatic and manual transmission.  Post Offer/Employment Conditions:  Must be able to pass a post offer criminal background check.  Must be able to complete basic helicopter safety (A100) course within twelve (12) months of hire.  Must be able to obtain and maintain State of Hawai‘i Certification for Application of Restricted Use Pesticides within twelve (12) months from date of hire and maintain throughout duration of employment. Must complete the online Hazard Communication training immediately after hire or no later than employee’s initial exposure to hazardous chemicals.  Must possess the American Red Cross Certification in First Aid/CPR (or be able to obtain First Aid/CPR certification within three (3) months of hire and maintain throughout duration of employment).  If selected for use of chainsaws, must submit chainsaw training certification to PCSU prior to activity.  If selected for rappelling duties, must submit rappelling training certification to PCSU prior to activity.  PHYSICAL/MEDICAL REQUIREMENTS:  Must be able to conduct field work in remote locations, on extremely rough terrain, and under adverse weather conditions.  Must be able to lift and carry up to fifty (50) pounds unassisted.  Must not be acrophobic (afraid of heights). POLICY AND/OR REGULATORY REQUIREMENTS:  As a condition of employment, employee will be subject to all applicable RCUH policies and procedures and, as applicable, subject to University of Hawai‘i's and/or business entity's policies and procedures.  Violation of RCUH's, UH's, or business entity's policies and/or procedures or applicable State or Federal laws and/or regulations may lead to disciplinary action (including, but not limited to possible termination of employment, personal fines, civil and/or criminal penalties, etc.). 

SECONDARY QUALIFICATIONS:  Prior research, field, or management experience involving invasive species eradications and/or eradications in Hawai‘i or the Pacific. Knowledge of Hawaiian culture and history. Experience managing large and complex field operations.
