Regular, Full-Time, RCUH Non-Civil Service position with the Pacific Disaster Center (PDC), located in the Technology Park in Kihei, Maui, Hawai‘i.  Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws. 

MINIMUM MONTHLY SALARY:  $3,620/Mon. 

DUTIES:  Responsible for designing and implementing disaster management services products that meet varying client needs. Applies appropriate quantitative, qualitative and/or spatial analysis techniques.  Works with other technical and management staff to ensure all products meet PDC product and service standards.  Contributes to the development, evaluation and management of the National Disaster Preparedness Baseline Assessment (NDPBA) Program. Provides technical assistance and serves as a PDC subject matter expert to internal and external clients. Serves as technical lead or task lead as appropriate. 

PRIMARY QUALIFICATIONS: EDUCATION/TRAINING:  Master’s Degree from an accredited college or university in Geography or other field related to environmental hazards and disasters. (Bachelor’s Degree from an accredited four (4) year college or university with at least four (4) years of related work experience may substitute for a Master’s Degree).  EXPERIENCE:  Three to five (3-5) years of experience in disaster management and data analysis.  Two to four (2-4) years of direct experience applying qualitative, quantitative and/or spatial data collection and analysis methods to analyze and communicate disaster risks and potential impacts.  Two to four (2-4) years of experience using Geographic Information System (GIS) software to manage and analyze data.  ABIL/KNOW/SKILLS:  Strong background in research design, data collection and evaluation.  Knowledge of analysis methods including statistical and spatial techniques, and the presentation of data and results.  Strong knowledge of Risk and Vulnerability Assessment (RVA) and Comprehensive Disaster Management (CDM) frameworks and methods, including those related to analysis of socio-economic factors. Understanding of disaster-related phenomena and impacts.  Direct working knowledge of GIS and Environmental Systems Research Institute (ESRI) products and statistical packages such as Statistical Package for the Social Sciences (SPSS).  Familiarity with the fundamental concepts of disaster management and international disaster risk reduction organizations and frameworks. Strong understanding of Disaster Management principles.  Strong understanding of Government Agencies and Departments, Non-Governmental Organizations (NGO), and other disaster management stakeholders.  Excellent written and verbal communications.  Ability to work effectively with diverse work and customer groups.  Ability to meet numerous deadlines while maintaining good working relationships with staff and customers.  Strong attention to detail.  Proficiency with ArcGIS Desktop for analysis and statistical packages such as SPSS. Must possess a valid driver’s license (and if use of personal vehicle on the job is required, must also have valid personal driver’s insurance equivalent to Hawai‘i’s No-Fault Driver’s Insurance) and maintain throughout the duration of employment.  PHYSICAL/MEDICAL REQUIREMENTS:  Must be able to travel (domestically and internationally). POLICY AND/OR REGULATORY REQUIREMENTS:  As a condition of employment, employee will be subject to all applicable RCUH policies and procedures and, as applicable, subject to University of Hawai‘i's and/or business entity's policies and procedures.  Violation of RCUH's, UH's, or business entity's policies and/or procedures or applicable State or Federal laws and/or regulations may lead to disciplinary action (including, but not limited to possible termination of employment, personal fines, civil and/or criminal penalties, etc.). 

SECONDARY QUALIFICATIONS:  Prior experience managing projects. Fluency in the Spanish language.
