Regular, Full-Time, RCUH Non-Civil Service position with the Pacific International Center for High Technology Research (PICHTR), performing project tasks on land controlled by the U.S. Army Garrison (USAG), Directorate of Public Works (DPW), Environmental Office, Natural Resources Section, located on the Island of Oahu, Hawai‘i. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.
MINIMUM MONTHLY SALARY: Salary commensurate with qualifications.
DUTIES: A primary goal is to ensure that the military mission is accomplished and that training opportunities are realized to the fullest extent possible in a manner consistent with Federal, State, and Army environmental quality policies. Work must be done in accordance with applicable Army, Federal, and State regulations and laws, especially regarding endangered species, safety and health, and pesticides. Plans, designs, and implements office and field work cooperatively with Army Natural Resource Management staff such as, but not limited to: interpreting regulations, laws and higher authority directives dealing with natural resources management and ensuring that management actions comply with those rules. Leads a field team in implementing field work (e.g. monitoring, threat control, rare plant and animal reintroductions, etc.). Documents day-to-day field work and records and analyzes field data using computer aided programs. Leads a field team in ensuring compliance with Standard Operating Procedures (SOPs) and other safety procedures. Works in areas with Unexploded Ordnance (UXO) with professional Explosive Ordnance Disposal (EOD) supervision.
PRIMARY QUALIFICATIONS: EDUCATION/TRAINING: Bachelor’s Degree from an accredited four (4) year college or university in Biological Sciences, Natural Resource Management, Geography, or Hawaiian Studies with basic or related biological courses. EXPERIENCE: Three to five (3-5) years of experience in, or related to, managing terrestrial natural resources in Hawai‘i. This includes experience in natural resource monitoring techniques, as well as weed, ungulate, rodent, and other threat control methods in Hawai‘i. Experience needs to be documented well and acquired under the employment of an academic institution, governmental agency, private company, and/or non-profit organization in the appropriate field. One to three (1-3) years of experience supervising paid staff and attendance in supervisory training programs. ABIL/KNOW/SKILLS: Knowledge of and/or expertise in monitoring techniques for vegetation communities, rare and invasive plants, and vertebrate and invertebrates. Knowledge of and/or expertise in endangered plants and animals in Hawai‘i and rare plant reintroduction and collection techniques. Knowledge of and/or expertise in herbicide use (safety protocols, mixing, transport, application, and storage). Knowledge of and/or expertise in weed control techniques for the most common forest weeds in Hawai‘i. Knowledge of and/or expertise in identification of common and highly invasive weeds in Hawai‘i. Knowledge of and/or expertise in small vertebrate and ungulate control methods. Knowledge of risk assessments and safety planning. General knowledge of Department of the Army natural resources programs and the policy, organizational contexts within which they are managed - especially safety and logistical requirements necessary to plan field operations around Army training schedules. Strong organizational ability to plan and execute logistically complex field operations. Strong ability to solve logistical problems and problems related to biological threats. Able to lead a field crew and work as a team member for safe and efficient field operations. Proficient ability to use altimeter, compass, and maps. Computer literate. Able to draw accurate schematic maps. Ability to record and analyze biological data with GPS and GIS software. Proficient ability to use word processing, database, and spread sheet programs. Proficient ability to control common forest weeds with herbicide. Proficient ability to set rat traps and repair fences in remote areas. Proficient ability to use common hand tools and chainsaw for forestry work. Must possess a valid driver’s license (and if use of personal vehicle on the job is required, must also have valid personal driver’s insurance equivalent to Hawai‘i’s No-Fault Driver’s Insurance) and maintain throughout the duration of employment. Must be able to drive a 4-wheel drive vehicle with manual transmission. Post Offer/Employment Condition: Must be able to pass a post offer criminal background check. Must be able to pass a DoD security check for employment as an Army contractor and maintain throughout employment. Applicants selected will be subject to a Government security investigation and must meet eligibility requirements for access to unclassified information. Must be able to complete basic helicopter safety course within twelve (12) months from date of hire. Must be able to complete a helicopter manager course within twelve (12) months from date of hire and maintain throughout duration of employment. Must be able to obtain and maintain State of Hawai‘i Certification for Application of Restricted Use Pesticides within six (6) months from date of hire and maintain throughout duration of employment. Must complete the online Hazard Communication training immediately after hire or no later than employee’s initial exposure to hazardous chemicals. Must possess Certification in First Aid/CPR (or be able to obtain and maintain the certificate following the training provided within three (3) months from date of hire and maintain throughout duration of employment). Must be able to complete chainsaw training within twelve (12) months of from date of hire. Must complete UXO training within six (6) months from date of hire as job duties will require work in UXO areas. If selected for rappelling must be certified and approved by PCSU/RCUH prior to activity. For rappelling, must be able to complete rappelling training. If selected to use firearms must be able to obtain and maintain National Rifle Association and State of Hawai‘i Hunter Safety Program firearms certification on an annual basis, and maintain throughout duration of employment. As a condition of employment, all certifications must be obtained and maintained as specified by the certificating agency. Failure to pass the initial or annual firearms recertification may be grounds for disqualification for part or all of job duties due to a failure to meet and maintain a job qualification. PHYSICAL/MEDICAL REQUIREMENTS: Able and willing to conduct work under strenuous outdoor conditions (e.g. extreme weather, dense brush, steep terrain). Able to hike up to ten (10) miles per day, backpack with up to thirty-five (35) pounds of weight unassisted, and camp in remote areas and rugged terrain for up to four (4) days at a time. POLICY AND/OR REGULATORY REQUIREMENTS: As a condition of employment, employee will be subject to all applicable RCUH policies and procedures and, as applicable, subject to University of Hawai‘i's and/or business entity's policies and procedures. Violation of RCUH's, UH's, or business entity's policies and/or procedures or applicable State or Federal laws and/or regulations may lead to disciplinary action (including, but not limited to possible termination of employment, personal fines, civil and/or criminal penalties, etc.).
SECONDARY QUALIFICATIONS: Previous education and experience in programs managing rare and endangered species and ecosystems on Army lands in Hawai‘i. Previous experience planning and executing complex field operations using helicopters in remote areas. Strong knowledge of Army’s biological plans for managing natural resources on Oahu. Knowledge and experience in conducting herbicide efficacy trials and biological research in field settings. Strong ability to organize biological data and present findings in written and oral reports.
