Schofield Barracks
Regular, Full-Time, RCUH Non-Civil Service position with the Pacific International Center for High Technology Research (PICHTR), coordinating and performing project tasks on land controlled by the U.S. Army Garrison (USAG), Directorate of Public Works (DPW), Environmental Office, Natural Resources Section located at Schofield Barracks, on Oahu, Hawai‘i. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.
MINIMUM MONTHLY SALARY: Salary commensurate with qualifications.
DUTIES: A primary goal is to ensure that the military mission is accomplished and that training opportunities are realized to the fullest extent possible in a manner consistent with Federal, State, and Army environmental quality policies. Work must be done in accordance with applicable Army, Federal, and State regulations and laws, especially regarding endangered species, safety and health, and pesticides. Supervises Natural Resource Management Coordinators who supervise field crews. Natural Resource field crews are responsible for carrying out required actions of the Makua and Oahu Implementation Plans (MIP and OIP) on Army Training Lands on Oahu. Also assists with the supervision of program area managers related to rare plants, rare snails, rare birds, rat control, ungulate control and ecosystem restoration. Coordinates with these Managers to ensure production of the year-end report. Supervises the OANRP Support Operations Supervisor. Oversees safety program for Oahu Army Program. Assists Army Natural Resource Manager and Biologist in coordinating Makua and Oahu plan actions, which involves landowners. Attends meetings with landowners and assists in providing reports to landowners. Contributes to Section 7 Consultation with the U.S. Fish and Wildlife Service (USFWS). Assists with Army database oversight. Works with partner agencies to plan conservation strategies that further the Army Natural Resource Program Goals. Also works with subcontractors in scheduling surveys and other projects. Provides oversight for natural resource crews in the field conducting rare species survey, monitoring and management and alien species survey, monitoring and control. Plans educational trainings for crew and leads staff meetings. Assists in review of Army projects to determine potential effects on natural resources. Oversees contract proposals and negotiations, purchase orders, inventory, and backcountry per diem. Works in areas with Unexploded Ordnance (UXO) with professional Explosive Ordnance Disposal (EOD) supervision. Performs other duties as assigned.
PRIMARY QUALIFICATIONS: EDUCATION/TRAINING: Bachelor’s Degree from an accredited four (4) year college or university in Biological Sciences, Natural Resource Management, Geography, or Hawaiian Studies with basic or related biological courses. EXPERIENCE: Five to seven (5-7) years of experience managing a team conducting Natural Resource Management in Hawai‘i. Supervisory experience must be well documented. At least one (1) year of experience with contract management. ABIL/KNOW/SKILLS: Must possess knowledge of Hawaiian resources and conservation techniques. Knowledge of Hawaiian ecosystems relative to the Endangered Species Act and its relevance to Army training mission at Makua Military Reservation. Knowledge of computer programs which aide in the organization and implementation of projects. Knowledge of alien species control techniques. Knowledge of the Office of Management and Budget (OMB) circulars and the Code of Federal Regulations (CFR). Able to organize and plan natural resource projects. Knowledge of and skill in planning, scheduling and conducting environmental related projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of programs. Demonstrated skill in summarizing findings and recommendations, as well as, proficiency in oral and written presentations. Must be skilled in planning and constructing natural resource fences. Able to identify native and alien species in Hawai‘i. Ability to project budget requirements for future program needs. Must possess a valid driver’s license (and if use of personal vehicle on the job is required, must also have valid personal driver’s insurance equivalent to Hawai‘i’s No-Fault Driver’s Insurance) and maintain throughout the duration of employment. Must be able to drive a 4-wheel drive vehicle with manual transmission. Post Offer/Employment Conditions: Must be able to pass a post offer criminal background check. Must be able to pass a Department of Defense (DoD) security check for employment as an Army contractor. Applicants selected will be subject to a Government security investigation and must meet eligibility requirements for access to unclassified information. Must be able to complete basic helicopter safety course (A100) within twelve (12) months from date of hire. Must be able to complete external sling load training (A219) within twelve (12) months from date of hire. Must be able to complete a helicopter manager course within twelve (12) months from date of hire and maintain throughout the duration of employment. Must be able to obtain and maintain State of Hawai‘i Certification for Application of Restricted Use Pesticides within six (6) months from date of hire and maintain throughout duration of employment. Must complete the online Hazard Communication training immediately after hire or no later than employee’s initial exposure to hazardous chemicals. Must possess the American Red Cross Certification in First Aid/CPR (or be able to obtain and maintain the certificate following the training provided within three (3) months from date of hire) and maintain throughout duration of employment. Must be able to complete chainsaw training within twelve (12) months of from date of hire. Must be able to pass tree climbing course and maintain throughout the duration of employment. Must complete UXO training within six (6) months of from date of hire and maintain throughout the duration of employment If selected for rappelling, must be certified and approved by PCSU/RCUH prior to activity. For rappelling, must be able to complete rappelling training. If selected to use firearms, must be able to obtain and maintain National Rifle Association and State of Hawai‘i Hunter Safety Program firearms certification on an annual basis, and maintain throughout duration of employment. As a condition of employment, all certifications must be obtained and maintained as specified by the certificating agency. Failure to pass the initial or annual firearms recertification may be grounds for disqualification for part or all of job duties due to a failure to meet and maintain a job qualification. PHYSICAL/MEDICAL REQUIREMENTS: Able to conduct work outdoors, which may involve hiking, backpacking, camping and work in steep and rugged terrain (including thick brush). Must be able to lift and carry up to fifty (50) pounds unassisted. POLICY AND/OR REGULATORY REQUIREMENTS: As a condition of employment, employee will be subject to all applicable RCUH policies and procedures and, as applicable, subject to University of Hawai‘i's and/or business entity's policies and procedures. SECONDARY QUALIFICATIONS: Knowledge of programs managing rare and endangered species and ecosystems on Army lands in Hawai‘i. Familiarity with Department of the Army natural resources programs in general, and the policy and organizational contexts within which they are managed. Familiarity with offsite Oahu Natural Resource Land Managers. Familiarity with spreadsheet programs and use of Geographical Information Systems (GIS). Knowledge of pertinent laws and regulations, and licensing and permitting requirements related to program management.
