Regular, Full-Time, RCUH Non-Civil Service position with the William S. Richardson School of Law and the Department of Land and Natural Resources (DLNR), Division of Conservation and Resources Enforcement (DOCARE), located in Honolulu, Hawai‘i. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.
MINIMUM MONTHLY SALARY: $3,222/Mon.
DUTIES: With a focus on marine conservation, works through the School of Law Environmental Law Program, at the State DLNR-DOCARE, and with the State Attorney General’s office. Systematically reviews and analyzes conservation resources enforcement statutes, regulations, and policies in Hawai‘i and makes recommendations. Recommends and implements improvements in the relevant administrative, civil, and criminal law processes and policies to improve case tracking and disposition. Assists DOCARE with the preparation of administrative, civil, and criminal enforcement cases for review and presentation to appropriate entities. Works with partners including the Judiciary in strengthening Hawai‘i’s Environmental Court. Improves the state district court disposition of natural resource crimes, through consultative meetings, judicial training programs, policy changes, sentencing program implementation, and legislative initiatives in collaboration with the Hawai‘i Judiciary and designated judges of the Environmental Court division. Researches challenges or requests for amendments to DOCARE rules. Organizes the “Hawai‘i Marine Resources Enforcement Conference” and follow-up projects for partners in the state law enforcement system.
PRIMARY QUALIFICATIONS: EDUCATION/TRAINING: Doctor of Law (Juris Doctor) Degree from an accredited college or university with a concentration in environmental, marine, administrative, or enforcement law. EXPERIENCE: At least one (1) year of paid/unpaid work experience in relevant field or focused coursework or externships in environmental or administrative law. ABIL/KNOW/SKILLS: Knowledge of Hawai‘i environmental and administrative law, and marine issues. Ability to speak and write clearly, including the ability to analyze and draft documents requiring minimal review and editing. Proficiency with the Microsoft Office package including Word, Excel, and PowerPoint. Must possess excellent project and time management skills. Excellent public speaking skills. Must possess a valid driver’s license (and if use of personal vehicle on the job is required, must also have valid personal driver’s insurance equivalent to Hawai‘i’s No-Fault Driver’s Insurance) and maintain throughout the duration of employment. Post Offer/Employment Condition: Must be able to pass a post offer criminal background check. POLICY AND/OR REGULATORY REQUIREMENTS: As a condition of employment, employee will be subject to all applicable RCUH policies and procedures and, as applicable, subject to University of Hawai‘i's and/or business entity's policies and procedures. Violation of RCUH's, UH's, or business entity's policies and/or procedures or applicable State or Federal laws and/or regulations may lead to disciplinary action (including, but not limited to possible termination of employment, personal fines, civil and/or criminal penalties, etc.).
SECONDARY QUALIFICATIONS: Familiarity with DLNR and DOCARE mission and operations. Knowledge of the Hawai‘i Judicial system, including district court processes. Administrative, civil, or criminal enforcement experience as an attorney or law student.
