Regular, Full-Time, RCUH Non-Civil Service position with the Social Science Research Institute (SSRI) and the Division of Aquatic Resources (DAR), Department of Land and Natural Resources (DLNR), Marine Managed Area (MMA) Program, located in Honolulu, Hawai‘i.  Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws. 

MINIMUM MONTHLY SALARY:  $3,416.00/Mon. 

DUTIES:  Provides project planning, research, training and evaluation related to drafting a statewide aquatic resources management plan. Researches and evaluates effectiveness of management tools to support sustainable fishing and address ecological threats.  Facilitates meetings and workshops. Develops communication and outreach plans. 

PRIMARY QUALIFICATIONS: EDUCATION/TRAINING:  Master’s Degree from an accredited college or university in Natural Resource Management, Planning, Public Policy, Justice Administration, or related field. (Bachelor’s Degree from an accredited four (4) year college or university in Natural Sciences, Social Sciences, Planning, or a related field and an additional one (1) year of experience may substitute for a Master’s Degree).  EXPERIENCE:  Three to five (3-5) years of work experience in planning, conservation, resource management, or other relevant field. Experience must show ability to understand relationship between resources, users, facilities, services, needs and values for the development of policy options, alternatives for action, and programs and priorities to meet goals and objectives for a given geographic area of concern. Experience must also include an advising role for planning concepts and methods, providing technical information and analyses for the formation and programming of plans; and formulation and presentation of plans and policy recommendations including alternatives and their consequences to decision makers and at public hearings. At least one (1) year supervisory experience (supervisory aptitude rather than actual supervisory experience may be accepted with evidence of the necessary supervisory abilities and/or potential).  ABIL/KNOW/SKILLS:  Knowledge of Arc GIS. Working knowledge of the principles of ecology and conservation, and of how to implement and monitor a multi-faceted natural resource related project or program. Basic understanding of rules and policies pertinent to personnel safety, fiscal, and operational matters. Ability to speak and write clearly, including the ability to analyze and clearly explain data, plans and policies, draft proposals, and draft reports requiring minimal review and editing.  Demonstrated proficiency with highly detailed work.  Demonstrated ability to work well in a fast-paced, flexible environment without intensive supervision.  Proficiency with the Microsoft Office package; Word, Excel, and PowerPoint.  Ability to be a positive team player.  Ability to remain calm under pressure while effectively meeting deadlines and ability to be flexible with changing aspects and needs of job.  Must possess a valid driver’s license (and if use of personal vehicle on the job is required, must also have valid personal driver’s insurance equivalent to Hawai‘i’s No-Fault Driver’s Insurance) and maintain throughout the duration of employment.  PHYSICAL/MEDICAL REQUIREMENTS:  Ability to travel to the neighbor islands (including using car rentals) for meetings at short notice as needed (up to fifteen (15) percent of time). POLICY AND/OR REGULATORY REQUIREMENTS:  As a condition of employment, employee will be subject to all applicable RCUH policies and procedures and, as applicable, subject to University of Hawai‘i's and/or business entity's policies and procedures.  Violation of RCUH's, UH's, or business entity's policies and/or procedures or applicable State or Federal laws and/or regulations may lead to disciplinary action (including, but not limited to possible termination of employment, personal fines, civil and/or criminal penalties, etc.). 

SECONDARY QUALIFICATIONS:  Knowledge of marine management area and reef resiliency principals. Knowledge of marine spatial modeling tools, such as Marxan.  Understanding of the resource management landscape of Hawai‘i.
