Regular, Full-Time, RCUH Non-Civil Service position with the National Marine Sanctuary Foundation (the Foundation) assigned to the Papahanaumokuakea Marine National Monument and World Heritage Site (PMNM), Hawaiian Island Humpback Whale National Marine Sanctuary (HIHWNMS), National Marine Sanctuary of American Samoa (NMSAS) located at the National Oceanic and Atmospheric Administration (NOAA) office in Honolulu, Hawai‘i. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.
MONTHLY SALARY: Salary commensurate with qualifications.
DUTIES: Responsible for the day-to-day management of operations of RCUH employees in support of the goals and objectives of the Foundation, NOAA’s Marine Protected Areas Center, Office of National Marine Sanctuaries (ONMS), PMNM, HIHWNMS and NMSAS to strengthen the management capacity by providing core administrative project functions. Ensures that assigned projects meet PMNM, ONMS, HIHWNMS, NMSAS and Foundation standards and complies with on-site policies and procedures. Serves as the on-site, day-to-day supervisor for the Research Corporation of the University of Hawai‘i (RCUH) staff at PMNM, HIHWNMS and remotely supervises NMSAS (RCUH) staff. Oversees planning and execution of assigned projects and coordinates grant/cooperative agreement proposal objectives as submitted to ensure continuity of funding. Oversees overall employment actions related to NMSF programs with PMNM, HIHWNMS and NMSAS (including annual performance evaluations, bonuses, raises, workers’ safety oversite and workers compensation matters). Oversees any necessary training and development of RCUH staff at PMNM, HIHWNMS and NMSAS.
PRIMARY QUALIFICATIONS: EDUCATION/TRAINING: Bachelor’s Degree from an accredited four (4) year college or university project management or related field. EXPERIENCE: Five to seven (5-7) years of experience in program/project management in a federal environment including oversight of federal processes and administrative goals. Three to five (3-5) years of direct supervisory experience of fifteen (15) or more employees over multiple sites. ABIL/KNOW/SKILLS: Extensive knowledge and understanding of business management principles, practices, methods, and techniques. Knowledge of the culture and environment, community, economy, and politics of Hawai‘i. Good understanding of report writing, and general office administration. Ability to perform a full range of supervisory functions, including planning, assigning, and reviewing work and providing or arranging training and development and evaluating employee performance. Excellent organizational, leadership, public relations, and communications skills. Strong problem-solving, decision-making, interpersonal and management skills. Ability to delegate assignments, tasks, and duties. Authoritative mastery of all aspects of a major management function, including concepts, laws, & public policy issues. Ability to assess the political & institutional environment and analyze and relate complex variables to a specific policy issue and frame feasible options. Ability to represent the organization and present issues and recommendations orally and in writing. Must be proficient in the use of PC for word processing and spreadsheets. Must possess a valid driver’s license (and if use of personal vehicle on the job is required, must also have valid personal driver’s insurance equivalent to Hawai‘i’s No-Fault Driver’s Insurance) and maintain throughout the duration of employment. Post Offer/Employment Condition: Must be able to pass a post offer criminal background check. (As necessary based on work location or other job requirements) incumbents may be required to meet the US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA) security requirements for working in a federal facility which includes being fingerprinted and having a federal background check performed. SECONDARY QUALIFICATIONS: Knowledge of Federal, University of Hawai‘i, and RCUH administrative policies and procedures. Experience in federal grant writing and/or grant administration. Knowledge or experience in fisheries and protected species related research.
