Regular, Full-Time, RCUH Non-Civil Service position with the National Marine Sanctuary Foundation (NMSF) assigned to the Papahanaumokuakea Marine National Monument and World Heritage Site (PMNM), located at the National Oceanic and Atmospheric Administration (NOAA) office in Hilo, Hawai‘i. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.
MINIMUM MONTHLY SALARY: $3,620/Mon.
DUTIES: Oversees and manages all operations, lease development, and facility maintenance for the Mokupapapa Discovery Center and Monument Offices in Hilo. Designs, develops, and oversees fabrication of the Mokupapapa Discovery Center’s educational exhibits, implementation and support of multimedia displays including, but not limited to gesture-based technology kiosks, local area networking, multimedia servers, video editing and audio visual installations. Oversees recruitment and interviewing of Mokupapapa Discovery Center interns and employees. Develops, builds, and maintains partnerships with other interpretive institutions throughout the State of Hawai‘i to share information and build awareness about the Monument. Oversees planning, development, and implementation of a variety of educational, cultural, and interpretive programs and exhibits, including live aquaria exhibits, to suit the needs of students and members of the public of all ages.
PRIMARY QUALIFICATIONS: EDUCATION/TRAINING: Bachelor’s Degree from an accredited four (4) year college or university in Environmental Education, Education, Policy, Communications, Planning, Biological Sciences, Environmental Science, Political Science, Social Science, Cultural Studies, Marine Science, Curatorial Science, or related field (At least five (5) years of experience in interpretation and operations of an interpretive facility may substitute for a Bachelor’s Degree). EXPERIENCE: Three to five (3-5) years of experience with program implementation of public outreach and education. At least one (1) year of prior experience supervising paid staff and attendance in supervisory training programs. Experience with running an interpretive or equivalent facility. Experience in public speaking, oral presentations, and developing visual presentations for large audiences. Demonstrated experience in evaluation and assessment of educational and/or volunteer programs. Broad experience in developing partnerships with either public, private or community organizations. Experience in planning, development, and implementation of a variety of educational, cultural, and interpretive programs and exhibits. Experience in designing, developing, and overseeing fabrication of multi-media displays. ABIL/KNOW/SKILLS: Working knowledge of the natural and cultural environment of the Hawaiian archipelago. Knowledge of interpretive facility operations, exhibit design, implementation, and support of multimedia displays and education program development. Excellent supervision and communications skills. Excellent organization, planning, and educational program development skills. Must be skilled in developing and delivering effective public presentations. Proficiency with common personal computer office software as well as desktop publishing, and graphics software such as Adove Creative Suite, web site development, multimedia exhibit design, data management, and social media applications. Post Offer/Employment Condition: Must be able to pass a post offer criminal background check. As necessary based on work location or other job requirements, incumbent may be required to meet and maintain US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA) security requirements for working in a federal facility, which includes being fingerprinted and having a federal background check performed prior to date of hire and maintained throughout duration of employment. PHYSICAL/MEDICAL REQUIREMENTS: Must be physically able to participate in extended field work, including but not limited to live-aboard research and educational vessels, field camps, etc. Must be able to lift and carry up to fifty (50) pounds unassisted to assist with transporting equipment and gear. Post Offer/Employment Condition: Must be able to obtain and maintain medical clearance to work on NOAA research vessels or other appropriate vessels throughout duration of employment. SECONDARY QUALIFICATIONS: Master’s degree from an accredited college or university in Business, Public Administration, Education, Information Science, or other such advanced degree relating to marketing or business management. Extensive experience operating and managing interpretive facilities. Experience in planning and marketing, including working with the media and advertising. Familiarity with the Hawaiian Islands, its culture and issues. High school or college-level science lab teaching experience, desktop publishing, website development and/or multi-media software experience and knowledge. Experience with maintenance and upkeep of a large (3000 + gallon) salt water aquarium with tropical/sub-tropical marine fauna. Proficient in Hawaiian language (oral and written). Experience with instructional design theory and principles applied within a non-formal education setting. General skills with facilities maintenance – painting, minor repairs. Experience in museum exhibit design and fabrication. Expertise with video and still photographic equipment and techniques.
