Regular, Full-Time, RCUH Non-Civil Service position with the Social Science Research Institute (SSRI) and the Division of Aquatic Resources (DAR), Department of Land and Natural Resources (DLNR) located in Honolulu, Hawai‘i.  Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws. 

MINIMUM MONTHLY SALARY:  $3,222/Mon. 

DUTIES:  Provides project planning, research, training and evaluation related to the Community-Based Fishing Area (CBFA) program. Researches and prepares background documents and standard operating procedures.  Investigates and evaluates a framework for drafting and reviewing marine resource rules as part of community stewardship plans. Trains communities on program standards, effective communication, and protocols. 

PRIMARY QUALIFICATIONS: EDUCATION/TRAINING:  Master’s Degree from an accredited college or university in Natural Resource Management, Planning, Public Policy, Justice Administration, or related field. (Bachelor’s Degree from an accredited four (4) year college or university in Natural Sciences, Social Sciences, Planning, or a related field and one (1) year of experience may substitute for a Master’s Degree).  EXPERIENCE:  At least two (2) years of work experience in conservation, community development, or other relevant field, and working with a variety of stakeholders in Hawai‘i, including communities and government agencies.  ABIL/KNOW/SKILLS:  Understanding of the resource management landscape of Hawai‘i. Ability to speak and write clearly, including the ability to analyze and clearly explain data, draft proposals, and draft reports requiring minimal review and editing.  Demonstrated proficiency with highly detailed work.  Demonstrated ability to work well in a fast-paced, flexible environment without intensive supervision.  Proficiency with the Microsoft Office package; Word, Excel, and PowerPoint.  Ability to be a positive team player.  Ability to remain calm under pressure while effectively meeting deadlines and ability to be flexible with changing aspects and needs of job.  Must possess a valid driver’s license (and if use of personal vehicle on the job is required, must also have valid personal driver’s insurance equivalent to Hawai‘i’s No-Fault Driver’s Insurance) and maintain throughout the duration of employment.   PHYSICAL/MEDICAL REQUIREMENTS:  Ability to travel to the neighbor islands (including using car rentals) for meetings at short notice as needed (up to fifteen (15) percent of time). POLICY AND/OR REGULATORY REQUIREMENTS:  As a condition of employment, employee will be subject to all applicable RCUH policies and procedures and, as applicable, subject to University of Hawai‘i's and/or business entity's policies and procedures.  Violation of RCUH's, UH's, or business entity's policies and/or procedures or applicable State or Federal laws and/or regulations may lead to disciplinary action (including, but not limited to possible termination of employment, personal fines, civil and/or criminal penalties, etc.). 

SECONDARY QUALIFICATIONS:  Knowledge of community-based resource management.
