JIMAR PMNM Field Logistics Technician

Regular, Full-Time, RCUH Non-Civil Service position with the School of Ocean and Earth Science and Technology (SOEST), Joint Institute for Marine and Atmospheric Research (JIMAR), located at the National Ocean Service (NOS), Papahanaumokuakea Marine National Monument and World Heritage Site (PMNM), in Honolulu, Hawai‘i.  Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws. 

MINIMUM MONTHLY SALARY:  $2,576.00/Mon. 

DUTIES:  Works with PMNM’s Research and Field teams to support marine ecosystem research and conservation efforts in the Monument, including surveys of fishes, corals, algae, invertebrates, maritime heritage, aquatic invasive species (AIS), marine debris, oceanographic conditions, and benthic habitats. Processes, analyzes, and summarizes data from various research surveys and conservation projects.  Processes and analyzes spatial data, and works with Geographic Information Systems (GIS) applications and databases.  Assists with logistical preparation and training for research cruises, including drafting and revising cruise instructions and cruise reports, preparing cruise participants/interns, equipment inventory and record-keeping, SCUBA gear maintenance, purchasing expedition supplies, loading and unloading of National Oceanic and Atmospheric Administration (NOAA) research ships, small boat maintenance, and service of underwater photo gear. Coordinates logistics for implementing marine ecosystem surveys over all operational phases of the program to support these research objectives, including planning, implementing, and reporting field activities.  Prepares scientific and technical reports for publication and presentation.  Participates in research cruises, maritime archeology research and marine ecosystem surveys to assess, monitor, map, interpret, protect or mitigate threats to the coral reef ecosystems and maritime heritage sites of the PMNM and other National Marine Sanctuaries as needed. 

PRIMARY QUALIFICATIONS: EDUCATION/TRAINING:  Bachelor’s Degree from an accredited four (4) year college or university in Marine Biology, Zoology, Biology, Botany, Environmental Science, Oceanography, Maritime Archeology, Geography (including GIS coursework), or related field involving studies of marine science or coral reef ecosystems.  EXPERIENCE:  One to three (1-3) years of experience with marine research projects, which include data analysis, report writing, and marine underwater survey techniques or maritime archeology. One to three (1-3) years of experience planning and coordinating marine field operations, including marine ecosystem surveys, scientific diving, small boat operation and maintenance.  Previous experience at sea for extended periods of time (at least two (2) weeks) aboard research or fisheries vessels.  ABIL/KNOW/SKILLS:  Working knowledge of at least one of the following areas:  marine underwater survey techniques, oceanographic instrumentation, maritime archeology, habitat mapping or coral reef ecosystems. Working knowledge of scientific data processing, statistical analysis, summarization and presentation.  Working knowledge of GIS applications and software. Must be able to meet the United States Department of Commerce (DOC) and National Oceanic and Atmospheric Administration (NOAA) security requirements to access work location.  Must be a US Citizen or Permanent Resident Alien.  Must possess good written and verbal communication skills.  Ability to learn statistical, analytical, and presentation software, including GIS.  Ability to plan and coordinate extended field operations in remote locations under adverse marine conditions.  Ability to work and make decisions independently and to lead small teams of divers in remote locations ensuring that dive operations are conducted safely.  Must possess strong interpersonal skills to work with scientists and managers, and multi-agency protocols.  Proven skills with small boat (15-30’) operation, maintenance and repair, particularly repairing and maintaining outboard motors.  Must be able to pass all training requirements, including but not limited to advanced coxswain training, the Standards of Training, Certification and Watchkeeping (STCW), advanced first aid, CPR, oxygen assistance, and forklift training. Proficiency with basic office productivity software tools, including word processors, spreadsheets, databases, photo-editing and presentation software.  Must have working knowledge of Global Positioning System (GPS) receivers and data collection. Must be SCUBA certified (NAUI, PADI, etc.) to meet the standards established by the program’s diver certification process (which meets the standards set by the American Academy of Underwater Science).  Must be able to complete UH/NOAA diving certification and maintain throughout duration of employment, which includes meeting the physical, watermanship, academic, and experience requirements and maintain throughout duration of employment.  Must be able to complete SCUBA diving advanced open water certification or higher and maintain throughout duration of employment with a minimum of forty (40) logged dives and possess good free diving skills. Must possess a valid driver’s license (and if use of personal vehicle on the job is required, must also have valid personal driver’s insurance equivalent to Hawai‘i’s No-Fault Driver’s Insurance) and maintain throughout the duration of employment. Post Offer/Employment Condition:  Must be able to meet and maintain US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA) security requirements for working in a federal facility, which includes being fingerprinted and having a federal background check performed prior to date of hire and maintained throughout duration of employment. Must complete the online Hazard Communication training immediately after hire or no later than employee’s initial exposure to hazardous chemicals. Must be able to obtain and maintain boat operator certification within three (3) months from date of hire and maintain throughout period duration of employment.  PHYSICAL/MEDICAL REQUIREMENTS:  Ability to work long hours outdoors at various captive facilities and remote locations with high exposure to sunlight, aboard research vessels, and aboard small boats (15-30’) in coastal and oceanic waters.  Ability to lift and carry up to fifty (50) pounds of SCUBA gear and equipment. Post Offer/Employment Condition: Must be able to obtain NOAA Medical Clearance for NOAA diving requirements as well as for embarking/working on NOAA research vessels or other appropriate vessels which includes providing proof of required immunizations and/or obtaining the necessary immunizations as required by NOAA Marine and Aviation Operations, and maintain throughout duration of employment.  POLICY AND/OR REGULATORY REQUIREMENTS:  As a condition of employment, employee will be subject to all applicable RCUH policies and procedures and, as applicable, subject to University of Hawai‘i's and/or business entity's policies and procedures.  Violation of RCUH's, UH's, or business entity's policies and/or procedures or applicable State or Federal laws and/or regulations may lead to disciplinary action (including, but not limited to possible termination of employment, personal fines, civil and/or criminal penalties, etc.). 

SECONDARY QUALIFICATIONS:  Experience operating, troubleshooting and maintaining SCUBA compressors, outboard engines, and inflatable boats. Advanced dive training certifications, such as nitrox, trimix, and closed-circuit rebreather training.  Ability to troubleshoot, maintain and repair PMNM’s open & closed-circuit scuba diving equipment and rebreathers.  International Air Transport Association (IATA) dangerous goods certification and experience or training with the handling and shipping of hazardous materials.  Experience handling and managing specimen collections.  Experience or knowledge with AIS, marine invertebrate zoology and identification.  Experience with underwater digital videography and photography including maintenance of underwater camera housings.  Experience with marine research field operations in coastal and oceanic waters of the Pacific Ocean.  Participation or coursework in maritime history or archeology such as Maritime Archeological Survey Techniques (MAST).
