The positions are located in Haleakala National Park in the Division of Resource and Visitor Protection.  Haleakala National Park is located on the Island of Maui, approximately 30 miles from Kahului, the island's largest commercial center (population approximately 25,000). Park headquarters is located at 7,000 feet elevation where weather is often cool, wet and windy. Summer temperatures vary from 50–70 degrees and in winter range from the low 30's to mid 60's. Complete shopping and medical facilities are available in Pukalani/Makawao area, about 19 miles from park headquarters. Elementary schools are located in Kula, Makawao, Pukalani, and Haiku.  High schools are located in Pukalani, Kahului and Wailuku. Public transportation is not available to the park; personal transportation is essential. 

The cost of living on Maui is very high; please research whether moving to Maui will work for you and your family. Rental prices for an average 1-bedroom cottage range from $1000-1200/month, $1600-1800/month for a 2-bedroom cottage, and $2000/month or more or a 3-bedroom house. Purchase prices for a home begin at about $650,000 and range considerably upward. The cost of living is extremely expensive. A gallon of gasoline is approximately $4.50. A gallon of milk costs approximately $8.00. The cost to ship a car from the U.S. mainland can range from $1500 to over $3000 per vehicle. For more information about the park, please click HERE.

These are full-time TERM positions. Appointment to a position will not convey permanent status in the Federal service, and will be for a period not to exceed 13 months, with the possibility of incremental extensions up to a total of four years without further competition.

This announcement may be used to fill additional positions if identical vacancies occur within 90 days of the issue date of the referral certificate.

Government Housing is available.  One position is required to occupy government quarters.

Relocation: Travel, transportation, and relocation expenses will not be paid. All travel, transportation, and relocation expenses associated with reporting for duty in this position will be the sole responsibility of the selected employee.

Financial incentives such as a relocation bonus, recruitment bonus, advance pay or other incentive of similar nature in lieu of relocation expense allowances may be available.

Duties

You serve as a Law Enforcement Commissioned Ranger responsible for performing law enforcement duties including detection, investigation, apprehension, detention, and prosecution under provisions of applicable laws, rules, and regulations enacted to insure the protection and safe use of park resources. The primary duty of this position is the enforcement of the criminal laws of the United States through education, investigation, apprehension, and detention of individuals suspected or convicted of violating these laws. Appropriate enforcement to protect park natural, cultural, historical and human resources constitutes the basic reason for the existence of this position and occupies a substantial portion of your working time.  Other assigned duties include providing emergency services such as emergency medical services, search and rescue, wildland firefighting, etc.

PHYSICAL DEMANDS:  Rigorous field work requires above average physical performance, endurance and superior conditioning.  This includes prolonged standing, walking over uneven ground, and recurring bending, reaching, lifting and carrying of items weighing over 50 pounds and shared lifting and carrying of heavier items, and similar strenuous activities requiring agility and dexterity.

Duties often involve working in isolated outdoor environments while exposed to severe weather conditions.  Dangerous persons must be physically confronted, subdued, and apprehended many of whom are known to carry weapons. There is a high-stress component associated with much of the incumbent's work assignment.

WORK ENVIRONMENT: Duties require extended periods of outdoor work and exposure to conditions including temperatures well below freezing to in excess of 100 degrees Fahrenheit. Investigations are conducted on foot, in four-wheel drive vehicles, or other forms of conveyance in remote back country settings. Emergency service and law enforcement work requires entry into hazardous environments, exposure to dangerous persons, animals, and substances, and potential exposure to infectious diseases.  Long periods of surveillance work may be required in cramped or unpleasant locations and under unpleasant conditions.  A wide range of personal protective equipment and clothing is required to be used and work, some of which may be uncomfortable, hot or inconvenient to wear.   Adherence to specific safety procedures and other precautions is required. 

NOTE: Legislation provides that federal salaries in Hawaii will transition from base pay plus a cost-of-living allowance (COLA) to the locality pay-based system that applies in the 48 contiguous states. Locality pay will be phased in, and COLA will be phased out accordingly through annual reductions.  Currently, the COLA pay in Hawaii is 11.32% with the exception of Hawaii Island, which is 5.39%. The salary annotated on this announcement includes the locality, however, does not include the cost-of-living allowance.

Qualifications

To qualify for this position at the GS-07 grade level, you must possess at least one of the following minimum qualifications by the closing date (Friday, January 27, 2017) of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: performing law enforcement duties for the protection, conservation, use, and management of natural or cultural resources in park areas or similar operations, which involved the application of law enforcement authorities and procedures to protect visitors and resources.  -OR-

EDUCATION: Successful completion of at least one year of graduate level study in directly-related fields such as natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources. Course work in fields other than those specified may be accepted if it clearly provides applicants with the background of knowledge and skills necessary for successful job performance in the position to be filled.  -OR-

Successful completion of a COMBINATION of education and experience as described above. To combine education and experience, first take the number of semester hours (or equivalent) earned towards a graduate degree and divide by 18 semester hours (or equivalent). Then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify.  -OR-

Superior Academic Achievement (S.A.A.): which was gained in a curriculum that is qualifying for the position to be filled. You must have completed (or expect to complete within 9 months) all requirements for the bachelor's degree from an accredited college or university. S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership (http://www.achsnatl.org/).

  • Currently hold, or have previously held (within the past three years), a National Park Service Seasonal (Level II) or full (Level I) law enforcement commission, or equivalent within the past three years. 
  • Successful completion a Seasonal Law Enforcement Training Program during the last three years, but have not yet received a National Park Service Seasonal (Level II) Law Enforcement Commission.
  • Will successfully complete a Seasonal Law Enforcement Training Program by the entrance on duty date from one of the approved participating academies found at https://aonpr29.wildapricot.org/Seasonal-Law-Enforcement-Training-Program. NOTE: This is not regular police officer training.

Selective Placement Factor (Mandatory Screen-Out): Emergency Medical Services (EMS) Certification  Park Ranger (Protection) positions at Haleakala NP require, at minimum, National Registry Emergency Medical Technician certification in order to provide EMS care. (MUST SUPPORT IN RESUME OR WILL BE RATED INELIGIBLE FOR CONSIDERATION)

You must include months, years and hours per week worked to receive credit for your work experience.  One year of specialized experience is equivalent to 12 months at 40 hours per work week.  Part-time hours are prorated.  You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

Volunteer Experience:  Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience. 

To qualify based on education, you must submit a legible copy of transcripts from an accredited institutionwith your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.


If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

 

CONDITIONS OF EMPLOYMENT

Trial Period: If you are a new employee in the Federal government, you will be required to complete a one-year trial period. 

Driver's License: You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records.

Firearm Proficiency: You may be required to carry a firearm while performing duties and will be required to maintain firearm proficiency.

Security Investigation: You must be free of any domestic violence convictions. Appointment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination.

Drug Testing: You will be required to submit to a drug test and receive a negative drug test result prior to appointment. In addition, this position is subject to random testing for illegal drug use.

Physical Fitness: Prior to appointment, must be determined physically fit by an authorized physician to perform strenuous and physically demanding duties; pass a medical examination (which includes vision, hearing, cardiovascular, and mobility of extremities) given by an authorized government physician; and pass the Physical Efficiency Battery, which is a fitness test consisting of five different components: 1) agility run - measures the ability to get up from the ground and sprint while changing directions; 2) bench press - measures upper body strength for one repetition; 3) 1.5 mile run - measures cardio/respiratory fitness; 4) sit and reach - measures flexibility in the lower back, legs and shoulders; and 5) body composition - measures body fat.  Must pass the agility run, bench press and 1.5 mile run in the 25th percentile.

Uniform: You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.

Work Schedule: You may be required to work evenings, weekends, holidays, overtime and shift work.

Telework: The National Park Service has determined that the duties of this position are suitable for telework only during an emergency or natural disaster.
