Hawaii – Na Ala Hele Trails and Access Forester
This full time position is located in the administrative office in downtown Honolulu and manages the Outdoor Recreation Section of the Hawaii Division of Forestry and Wildlife through the Na Ala Hele (NAH) Trails and Access Program. The objectives of the program include: (1) Provide managed opportunities and facilities for the public to engage in multiple-use outdoor recreation activities (hiking, biking, equestrian riding, off-highway vehicle use, hunting, and camping) and to providing access for multiple resource management activities; (2) Inventory, protect and restore specific historic trails and non-vehicular old government roads for public use where it is culturally appropriate; (3) Coordinate in maintaining and enhancing a public hunting program to provide a source of food and outdoor recreation for the public and as a means to control introduced game animals in watershed areas; (4) Manage and monitor use and subsequent billing and compliance of authorized commercial trail tour operators statewide; and (5) Develop and manage a process for statewide warning signs for unimproved public lands.
QUALIFICATION REQUIREMENTS OF THE WORK
A. Knowledge: Knowledge of principles and methods of natural and cultural resource management, knowledge of current techniques in natural and cultural resource management. Knowledge of fiscal, management and administrative policies and procedures. Incumbent is required to employ a high degree of competency in professional natural and cultural resource management and must have an extensive background or work experience in related disciplines. Must have a functional understanding of the relationship between the trails and access and other DOFAW and DLNR divisions and programs.
B. Skills/Abilities: (1) Physical capabilities to traverse rough terrain carrying equipment to engage in trail related improvement and reconnaissance, and/or wildland fire suppression.(2) Have a working understanding of statutes, rules and policies pertinent to personnel, safety, fiscal, and operational matters. (3) Be capable of planning and coordinating projects and advising and supervising personnel to accomplish project goals and have an ability and willingness to make complex decisions.(4) Ability to handle controversial issues with diplomacy and tact.(5) Ability to interpret overall plans and objectives and develop specific plans to meet program goals and conduct program evaluations and reviews.(6) Ability to anticipate, investigate, and respond to impacts of actions proposed or taken as they relate to statewide multiple use land use programs, resource users, local government, private industry, and the general public.(7) Ability to effectively communicate both orally and in writing.(8) Ability to coordinate with other programs and disciplines within DOFAW & DLNR. (9) Ability to promote programs in conjunction with related Division and Departmental program areas and changing socio-economic and environmental demands.
C. Education: A bachelor's degree from an accredited four-year college or university with a major in forestry or a closely related field which must have included 24 semester hours in at least four of the following areas: Forest management, e.g., mensuration, forest regulation, forest management;
Forest protection, e.g., fire protection, forest pathology, forest entomology; Position No. 47599 Page 8 of 8
Forest economics, e.g., forest finance, forest evaluation, forest economies, products and preparation and use of wood;
Silviculture, e.g., forest soils, forest ecology, dendrology, silvics, and silviculture;
Related studies, e.g., forest engineering, forest recreation, range management, watershed management, and wood technology. D. Experience: FOUR (4) years of progressively responsible professional forestry work experience involving one or a combination of any of the following:
Management of forest resources (timber, water, forage, wildlife, public recreation, soils, minerals, land) to meet present and future public needs;
Development, production, conservation, and utilization of natural resources of forests; and
Protection of forest resources against fire, insects, diseases, floods, erosions and other depredations.
At the VI level, at least one year of the Forestry Experience must have been comparable to the Forester V level in the State service.
