Summary

This position is located in the National Marine Fisheries Office (NMFS), Pacific Islands Regional Office (PIRO) with one vacancy in Honolulu, HI.

This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band. The ZP-5 is equivalent to the GS-15.

Cost of Living Allowance (COLA) for Honolulu, Hawaii is 12.05% and is not federally taxed. The COLA is not reflected in the locality salary shown in this vacancy announcement. COLAs are exempt from Federal income taxes; post differentials are not.

Duties

As a Fish and Wildlife Administrator, you will perform the following duties:

  • Provide technical, administrative and logistic support to U.S. Commissioners and Delegations for international meetings and negotiation sessions regarding the management of living marine resources and their habitats.
  • Coordinate the development of U.S. positions and policies to achieve NOAA Fisheries objectives related to the conservation and management of living marine resources and their habitats in the western and central Pacific.
  • Represent the Regional Administrator at meetings and briefings and serves as the focal point for communications with the Western and Central Fisheries Commission.
  • Plan, manage, and administer the policies and procedures, employees, and budget of the International Fisheries Division necessary for implementation of federal laws and regulations, and provides leadership toward accomplishment of regional goals and objectives in support of NOAA Fisheries and PIRO Strategic Plan, ensuring that the Division is fully engaged in Regional Office activities such as planning and budgeting.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. BASIC REQUIREMENTS: This position requires applicants to meet a Basic Education Requirement in addition to at least one year of specialized experience in order to be found minimally qualified. You MUST meet one of the following basic education requirements:

Degree: Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR

Combination of education and experience: Courses equivalent to a major, or at least 30 semester hours in courses, as shown in A above, plus appropriate experience or additional education.

OR

Experience: Four years of experience that demonstrated that the applicant acquired knowledge and understanding of one or more of the biological sciences, agriculture, natural resource management, or related disciplines equivalent to that which would have been acquired through completion of a 4-year course of study as described in A above.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the ZP-5 or GS-15 level:

SPECIALIZED EXPERIENCE: In addition to meeting the Basic Requirements above, applicants must also posess one full year (52 weeks) of specialized experience equivalent to the ZP-4 or GS-14 in the Federal service. Specialized experience MUST include all of the following: 

  • Overseeing national or international policy analysis, development, and implementation for the conservation and management of living marine resources;
  • Communicating findings to government representatives and stakeholders through reports, analytic papers, and presentations; and
  • Coordinating the development of U.S. positions at international meetings and negotiating sessions regarding the conservation and management of living marine (oceanic) resources and their habitats, including experience in bringing groups with disparate goals to agree to a unified course of action.
