This position is located in Haleakala National Park serves as a member of the Pacific Island Network Inventory and Monitoring team for all Haleakala and Kalaupapa national parks field monitoring.
Haleakala National Park is located on the Island of Maui, approximately 30 miles from Kahului, the island's largest commercial center (population approximately 25,000). Park headquarters is located at 7,000 feet elevation where weather is often cool, wet and windy. Summer temperatures vary from 50–70 degrees and in winter range from the low 30's to mid 60's. Complete shopping and medical facilities are available in Pukalani/Makawao area, about 19 miles from park headquarters. Elementary schools are located in Kula, Makawao, Pukalani, and Haiku. High schools are located in Pukalani, Kahului and Wailuku. Public transportation is not available to the park; personal transportation is essential. Rental prices for an average 1-bedroom cottage range from $1000-1200/month, $1600-1800/month for a 2-bedroom cottage, and $2000/month or more or a 3-bedroom house. This position is a full-time temporary position not-to-exceed 1 year, however this position may be extended an additional year depending on management needs.
Relocation: Travel, transportation, and relocation expenses will not be paid. All travel, transportation, and relocation expenses associated with reporting for duty in this position will be the sole responsibility of the selected employee.

NOTE: Legislation provides that federal salaries in Hawaii will transition from base pay plus a cost-of-living allowance (COLA) to the locality pay-based system that applies in the 48 contiguous states. Locality pay will be phased in, and COLA will be phased out accordingly through annual reductions. Currently, the COLA pay in Hawaii is 12.05% with the exception of Hawaii island, which is 6.05%. The salary annotated on this announcement includes the locality, however, does not include the cost-of-living allowance.
To qualify for this position at the GS-05 grade level, you must possess at least one of the following minimum qualifications by the closing date (Monday, December 12, 2016) of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-04 grade level in the Federal service (obtained in either the public or private sectors) that is directly related to the position. This includes experience such as the implementation of vegetation monitoring protocols or ecological restoration, invasive plant surveys, mapping and control, the collection of plant data or plant materials for routing sampling techniques and procedures, and inputting/retrieving data using computers and GPS units.

EDUCATION: Successful completion of at least a full 4-year course of study leading to a bachelor's degree with major study or at least 24 semester hours in any combination of courses such as: biology, chemistry, statistic, entomology, animal husbandry, botany, physics, agriculture, or mathematics. At least 6 semester hours of courses must have been directly related to the position: biology, ecology, agriculture, or scientific or technical courses such as botany, plant science, or other natural resource topics related to vegetation management.

Successful completion of a COMBINATION of education and experience as described above. To combine education and experience, first take the number of semester hours (or equivalent), in excess of the first 60 semester hours earned towards your degree, and divide by 60 semester hours (or equivalent). Then take the number of months of full time experience and divide by 12 months. Add the two percentages. The total must equal at least 100 percent in order to meet the description.
You must include months, years and hours per week worked to receive credit for your work experience. One year of specialized experience is equivalent to 12 months at 40 hours per work week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify based on education, you must submit a legible copy of transcripts from an accredited institutionwith your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
OTHER REQUIREMENTS:
Incidental Driving: You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle.
Uniform: You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
Work Schedule: You may be required to work evenings, weekends, holidays, overtime and shift work.
Travel: You may be required to travel to remote locales on and off island for extended periods of time, potentially in adverse conditions, overnight away from home up to 5-20 nights per month. This work will require travel using planes, boats and helicopters.
Government Charge Card: You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
