About the Agency

This is an interdisciplinary position located in the National Marine Fisheries Services (NMFS), Pacific Islands Fisheries Science Center in Honolulu, Hawaii.

This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band. The ZP-5 is equivalent to the GS-15.

The full performance level of this position is ZP-5.

Cost of Living Allowance (COLA) for Honolulu, Hawaii is 12.05% and is not federally taxed. The COLA is not reflected in the locality salary shown in this vacancy announcement. COLAs are exempt from Federal income taxes; post differentials are not.

Duties

As a Supervisory Research Oceanographer/Research Ecologist, you will perform the following duties:

  • Lead research on climate impacts to living marine resource dynamics, oceanography, spatial population ecology, trophic ecology, habitat mapping and assessment, marine debris research and removal, and the study of social and economic aspects of fishery and resource management decisions.
  • Manage a comprehensive scientific research program which focuses on integrated pelagic (open ocean) and insular ecosystem assessments and monitoring.
  • Write and review technical and scientific reports for publication; Communicates agency’s programs, projects, mission, and represents agency’s policy to other professional or non-professional groups, organizations, and agencies.
  • Exercise the full range of supervisory functions at least 25% of the time including: assigning and reviewing work; ensuring work products meet technical requirements and support mission objectives; evaluating work performance of subordinates; developing performance standards; giving advice, counsel, or instruction to employees on both work and administrative matters; making decisions on work problems; making selections for subordinate positions and applying Merit Systems Principles; hearing and resolving grievances or employee complaints; reviewing and approving disciplinary actions (e.g. suspensions) involving nonsupervisory subordinates; and identifying training needs.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. BASIC REQUIREMENTS: This position may be filled in either of the below series (1360 or 0408). Each series requires applicants to meet a Basic Education Requirement in addition to at least one year of specialized experience in order to be found minimally qualified. You MUST meet one of the following basic education requirements:

To qualify for the 1360 (Oceanography) series:

A. Degree: major study of at least 24 semester hours in oceanography or a related discipline such as physics, meteorology, geophysics, mathematics, chemistry, engineering, geology, or biology, plus 20 additional semester hours in any combination of oceanography, physics, geophysics, chemistry, mathematics, meteorology, computer science, and engineering sciences.

OR

B. Combination of education and experience: Course work as shown in 1 above, plus appropriate experience or additional education.

(Applicants who qualify on the basis of major study in biology or geology must have had at least 6 semester hours in the major directly concerned with marine science or 6 semester hours in oceanography; applicants who qualify on the basis of other physical sciences or engineering must have had differential and integral calculus and at least 6 semester hours in physics)

To qualify for the 0408 (Ecology) series:

Degree: biology, or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours must have included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical sciences.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the ZP-5 or GS-15 level:

SPECIALIZED EXPERIENCE: In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-4 or GS-14 in the Federal service. Specialized experience MUST include all of the following:

  • Leading research on the social and economic aspects of fisheries and resource management decisions;
  • Leading scientific research, monitoring and analysis projects of environmental and living resource ecosystems in coastal and offshore waters of the Pacific Ocean; and
  • Developing national and international coordination efforts for research support activities for the conservation and management of living marine resources.

College Transcript: If you are qualifying based on education, submit a copy of your college transcript that lists college courses detailing each course by the number and department (i.e., bio 101, math 210, etc.), course title, number of credit hours and grade earned. You must submit evidence that any education completed in a foreign institution is equivalent to U.S. education standards with your resume. If course content cannot be easily identified from the title of the course as listed on your transcript, you must submit an official course description from the college/university that reflects the content at the time the course was taken.
