These positions are located in the Pacific Remote Islands at the Papahanaumokuakea NWR and the Palmyra Atoll NWR. Employee must be able to live on a remote island for extended periods of time. Positions at Papahanuakuakea NWR and Palmyra Atoll NWR have a duty location of Honolulu, HI. Positions are NOT located on Hawaii Island.
These positions may be eligible to receive a combination of cost of living allowance (COLA) and/or Non-Foreign Post Differential not to exceed 25% in addition to the salary indicated.
This vacancy announcement is part of the U.S. Fish and Wildlife Service National Hiring Initiative to fill professional biological science/natural resource management positions at the GS-05, 07, 09 and 11 grade levels. One or more positions may be filled at various locations.

These are developmental positions designed to provide a period of growth that involves opportunities to apply the knowledge gained through a formal education to day-to-day operational issues and to gain the professional skills to perform the full range of duties and responsibilities as a Wildlife Refuge Specialist.
-Performs routine day-to-day assignment that are largely of a technical biological nature that are required for the effective and efficient operation and support biological support programs and services of the assigned Refuge/Wetland Management District.
-Participates in the development of Comprehensive Conservation Plans, Habitat Management Plans, Land Acquisition and Protection Plans, and other similar actions.
-Participates and assists in various phases of administration, yearly work program planning and implementation, preparation of program schedules, work schedules, and maintenance of statistical records reflecting work accomplishments and activities, reports, and planning.
PHYSICAL AND WORK ENVIRONMENT: The work environment is performed both indoors and outdoors. May be subject to large numbers of biting insects and may be required to work in close proximity to animals.

Basic Requirements for this position:
Basic Entry Requirements for the GS-0485 series. You must meet A or B below to qualify for the position.
A. a bachelor's or higher degree from an accredited college or university in zoology, wildlife management, or an appropriate field of biology that included at least 9 semester hours in zoology; 6 semester hours in such wildlife courses as mammalogy, ornithology, animal ecology, or wildlife management; and 3 semester hours in botany; and 3 semester hours in conservation biology.
OR
B. a combination of education from an accredited college or university and specialized experience-courses equivalent to a major in one of the fields described in A above that included at least 9 semester hours in zoology; 6 semester hours in wildlife courses such as mammalogy, ornithology, animal ecology, or wildlife management; and 3 semester hours in botany, and 3 semester hours in conservation biology plus appropriate experience or additional education.
Meeting one of the basic entry requirements listed above is qualifying for the GS-05 grade level.
Specialized Experience Requirements: In addition to meeting one of the basic entry requirements listed above, you must have the appropriate specialized experience or education as described below.
GS-7 level:
A. at least one year of specialized experience equivalent to at least the GS-5 level in the Federal Service demonstrated by gathering and evaluating biological data, communicating and negotiating biological issues and planning and executing biological responsibilities.
OR
B. successful completion of at least 1 full year of graduate education from an accredited college or university in a field directly related to one of the following disciplines: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
C. a bachelor's degree from an accredited college or university in zoology, wildlife management or an appropriate field of biology for this position AND meet Superior Academic Achievement. Superior Academic Achievement is defined as: cumulative GPA of 3.0 or higher out of a possible 4.0 for all completed undergraduate courses, or those completed in the last 2 years of undergraduate study; (2) GPA of 3.5 or higher out of a possible 4.0 for all courses in your major field of study, or those courses in your major completed in the last two years; (3) Rank in the upper one-third of your class in the college, university, or major subdivision; OR (4) Membership in a national honor society (other than freshman honor societies).
OR
D. a combination of specialized experience (as in A above) and education (as in B above), when prorated, combine to meet the qualification requirements of this position. Experience and education are each computed as percentages of their requirements and must equal at least 100 percent when combined. Only education beyond the second year is creditable to meet this standard.

If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if selected, you will be required to produce original transcripts.

Foreign Education: You can receive credit for education earned outside the United States if you provide evidence that it is comparable to an accredited educational institution, or that full credit has been given by an accredited institution in the United States.
