This vacancy announcement is part of the U.S. Fish and Wildlife Service National Hiring Initiative to fill professional biological science/natural resource management positions at the GS-05, 07, 09 and 11 grade levels. One or more positions may be filled at various locations.
Guam duty stations are as follows: 2 in Hagatna, Guam and 1 in Saipan, CNMI

Plans, evaluates, conducts a wide variety of complex ecological investigations or inspections involving complex land and water resource development projects, proposals and/or license applications/renewals to determine their impact upon fish and/or wildlife resources and habitats and to ensure that legal standards and other requirements are met and implemented in a manner most beneficial to fish and/or wildlife resources
Reviews and/or prepares biological portions of environment assessment/impact statements or comprehensive resource planning reports to evaluate environmental consequences of proposed actions on Federal fish and wildlife resources of concern.
Conducts private land wetland impact restorations including landowner contacts, mapping, surveying, staking, construction monitoring, seeding, etc., and prepares management plans for restored areas.
Evaluates biological data and Federal program or project operational data to determine the effects of those programs or actions on threatened or endangered species through formal and informal consultation procedures.
Assesses impacts of proposed Federal actions on threatened and endangered species and develops draft biological opinions required under Section 7 of the Endangered Species Act (ESA) Amendments for supervisor's review.
Maintains and updates files on permits issued for activities associated with endangered, threatened, proposed, and candidate species and their habitats.
Develops, coordinates, or reviews plans that may encompass any and all programs that affect fish and/or wildlife and their habitat conditions including, but not limited to, fire management, moist soil management, cooperative farming, wetland management, water quantity/quality, timber/forestry, or grassland management and/or restoration.
Plans, organizes, and implements biological work and/or habitat preservation and development work. Prepares reports on progress and completion of studies, uses data to formulate future program recommendations and effect improvements in management practices.
Maintains contact and communication with biologists throughout the assigned Region and with other agencies (Federal, Tribal, and state) that have endangered species programs. Provides technical biological guidance to requestors implementing programs for the conservation and recovery of threatened and endangered species.
Represents the Service at professional meetings and other meetings pertaining to species associated with the ESA.
Reviews new or proposed legislation or regulations, and provides comments on their impact on natural resource management.
Responds to written, telephone, and in-person inquiries from the public and the news media, obtaining and providing requested information within established guidelines of the office and in conformance with Service and Departmental policy.

Basic Requirements for this position:
Basic Entry Requirements for the GS-0401 series. You must meet A or B below to qualify for the position.
A. a degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
B. a combination of education and experience that is equivalent to a major in a biological science. The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. In addition to courses in the major and related fields, a typical college degree would have included courses that involved analysis, writing, critical thinking, research, etc. These courses would have provided an applicant with skills and abilities sufficient to perform progressively more responsible work in the occupation. Therefore, creditable experience should have demonstrated similarly appropriate skills or abilities needed to perform the work of the occupation.
Specialized Experience Requirements: In addition to meeting one of the basic entry requirements listed above, you must have the appropriate specialized experience as described below.
GS-9 level.
A. at least one full year of specialized experience equivalent to at least the GS-7 level in Federal service. Specialized experience may include: conduct investigations to determine the impact of development projects upon the fish and/or wildlife resources of an area; review permit applications; assist others in conducting private land wetland restorations including landowner contacts, mapping, surveying, staking, construction monitoring, seeding, etc.; review biological portions of environment assessment/impact statements or resource planning reports; implement biological work and/or habitat preservation and development work.
OR
B. at least two full years of progressively higher level graduate education leading to a Master's degree or Master's degree or equivalent graduate degree in wildlife biology, ecology, or a directly related field.
OR
C. a combination of graduate education and specialized experience that together meet the qualification requirements for this position. (When combining education with experience, first determine the total qualifying education as a percentage of the education required for the grade level; then determine the experience as a percentage of the experience required for the grade level; finally, add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for that grade level.)
GS-11 level.
A. at least one year of specialized experience equivalent to the GS-9 level in the Federal service. Examples of specialized experience may include: plan and conduct investigations to determine the impact of land and water development projects upon the fish and/or wildlife resources of an area; review and report on permit applications; conduct private land wetland restorations including landowner contacts, mapping, surveying, staking, construction monitoring, seeding, etc.; prepare and review biological portions of environment assessment/impact statements or resource planning reports to evaluate environmental consequences of proposed actions; plan, organize, and implement biological work and/or habitat preservation and development work.
OR
B. completed 3 years of graduate education leading to a Ph.D. or equivalent doctoral degree in wildlife biology, ecology, or a directly related field.
OR
C. an equivalent combination of professional experience and graduate level education beyond the second year which together equals 100% of the requirements. (When combining education with experience, first determine the total qualifying education as a percentage of the education required for the grade level; then determine the experience as a percentage of the experience required for the grade level; finally, add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for that grade level.)
All applicants who are using education or a combination of education and experience to qualify must submit copies of transcripts which include grades, credit hours earned, major(s) and grade point average or class ranking. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if selected, you will be required to produce original transcripts.
