Regular, Full-Time, RCUH Non-Civil Service position with the William S. Richardson School of Law, Environmental Law Program (ELP), located in Honolulu, Hawai‘i.  Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws. 

MINIMUM MONTHLY SALARY:  $3,222/Mon. 

DUTIES:  Conducts and provides legal analyses on regulatory issues related to invasive species.  Works closely with the Coordinating Group on Alien Pest Species (CGAPS) staff and the CGAPS Steering Committee, and with appropriate CGAPS partner agencies to synthesize information regarding multiple federal, state, and county regulations and policies.  Prepares progress reports and final reports for CGAPS projects.  Assists in the rulemaking process for key projects, working closely with agency legal staff.  Identifies and provides options for addressing gaps in invasive species prevention statutes, rules and policies.  Participates in occasional seminars or student development activities with ELP.  Assists ELP and CGAPS in providing direction to legal interns. 

PRIMARY QUALIFICATIONS: EDUCATION/TRAINING:  Doctor of Law (Juris Doctor) Degree from an accredited college or university, with a concentrated study on environmental or administrative law. EXPERIENCE:  At least one (1) year of experience in relevant field, or focused coursework or externships in environmental or administrative law.  ABIL/KNOW/SKILLS:  Demonstrated familiarity with Hawai‘i, Pacific Islands, or Pacific region environmental law issues.  Knowledge of federal, state, and local government regulatory functions related to environmental issues. Must be able to conduct research, synthesize information, and write clear, concise reports. Must have excellent communication and time management skills, work independently, and with a wide variety of partners.  Must possess a valid driver’s license and maintain throughout the duration of employment.  PHYSICAL/MEDICAL REQUIREMENTS:  Able to lift and carry up to thirty (30) pounds unassisted. POLICY AND/OR REGULATORY REQUIREMENTS:  As a condition of employment, employee will be subject to all applicable RCUH policies and procedures and, as applicable, subject to University of Hawai‘i's and/or business entity's policies and procedures.  Violation of RCUH's, UH's, or business entity's policies and/or procedures or applicable State or Federal laws and/or regulations may lead to disciplinary action (including, but not limited to possible termination of employment, personal fines, civil and/or criminal penalties, etc.). 

SECONDARY QUALIFICATIONS:  Education or experience in conservation or invasive species projects or work in Hawai‘i. Computer skills in Microsoft Word or similar software and presentation software (e.g. PowerPoint). Demonstrated ability to work effectively in a complex organizational structure, requiring sound decisions regarding priorities, workload, and sensitive issues.
