Pacific International Center for High Technology Research. Regular, Full-Time, RCUH Non-Civil Service position with the Pacific International Center for High Technology Research (PICHTR), Oahu Army Natural Resources Program (OANRP), performing project tasks on land controlled by the U.S. Army Garrison, Directorate of Public Works (DPW), Environmental Office, Natural Resources Section located on the Island of Oahu, Hawai‘i. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.
MONTHLY SALARY: Salary commensurate with qualifications.
DUTIES: A primary goal is to ensure that the military mission is accomplished and that training opportunities are realized to the fullest extent possible in a manner consistent with Federal, State, and Army environmental quality policies. Work must be done in accordance with applicable Army, Federal, and State regulations and laws, especially regarding endangered species, health and safety, and pesticides. Manages OANRP Rare Plant Program including the propagation and seed bank facilities. Supervises the OANRP Nursery Supervisor and Propagule Management Specialist. May assist Nursery Manager with technical aspects of propagation as needed. Develops propagation goals and plans with Senior Natural Resource Management Coordinators, Propagule Management Specialist and greenhouse staff. In cooperation with OANRP staff, plans, designs, and implements office and field work including, but not limited to: interpreting and ensuring compliance with regulations, laws and directives regarding natural resources management, assisting in scheduling, planning, logistics, and documenting day-to-day field work; recording and analyzing field data using computer aided programs. Manages content of the OANRP Rare Plant Database. Serves as liaison with cooperating propagation programs. May occasionally work in areas with Unexploded Ordnance (UXO) under the supervision of an Explosive Ordnance Disposal (EOD) specialist.
PRIMARY QUALIFICATIONS: EDUCATION/TRAINING: Bachelor's Degree from an accredited four (4) year college or university in Biological, Horticultural, or Environmental Studies with basic/related biology courses. EXPERIENCE: Three to five (3-5) years of experience managing terrestrial natural resources in Hawai‘i with an emphasis on rare plant management. Experience needs to be documented well and acquired under the employment of an academic institution, governmental agency, private company, and non-profit organization in the appropriate field. One to three (1-3) years of supervisory experience. ABIL/KNOW/SKILLS: Must have strong knowledge of rare species management techniques in Hawai‘i including surveying, collection, propagation and outplanting. Knowledge of weed, ungulate, rodent, invertebrate, and other threat control in Hawai‘i. Knowledge of natural resource monitoring techniques. Proficient knowledge of nursery management practices (including propagule management, integrated pest management and irrigation systems). Strong familiarity with classification of native Hawaiian plants, botanical nomenclature and terminology (especially those listed threatened or endangered). Strong understanding of plant physiology and principles of experimental design. Must be able to provide strategic oversight for rare plant management and make sound planning and logistical decisions. Able to design and implement biologically complex and logistically difficult natural resource projects. Must have supervisory skills and ability to lead a team to meet programmatic goals. Strong attention to detail and strong ability to organize and maintain Microsoft (MS) Access database, including design of queries, forms and graphs, MS Excel spreadsheets for statistical analysis and graphing, and MS PowerPoint presentations. Ability to use altimeter, compass, maps, Geographic Information System (GIS) software, and Global Positioning Service (GPS) devices. Strong ability to organize biological data and present findings in written and oral reports. Must possess a valid driver’s license and proof of personal vehicle insurance, and maintain throughout the duration of employment. Post Offer/Employment Conditions: Must be able to pass a post offer criminal background check for employment as an Army contractor and maintain throughout duration of employment. Must be able to pass a Department of Defense (DoD) security check for employment as an Army contractor. Applicant selected will be subject to government security investigation and must meet eligibility requirements for access to unclassified information. Must possess Certification in First Aid/CPR (or be able to obtain and maintain the certificate following the training provided within three (3) months from date of hire and maintain throughout duration of employment). Must be able to complete basic helicopter safety course and heli-manager course within twelve (12) months from date of hire and maintain throughout duration of employment. Must be able to obtain and maintain State of Hawai‘i Certification for Application of Restricted Use Pesticides within six (6) months from date of hire and maintain throughout duration of employment. Must complete the online Hazard Communication training immediately after hire or no later than employee’s initial exposure to hazardous chemicals. Must be able to complete rope work training course within twelve (12) months from date of hire and maintain throughout employment. Must complete UXO training within six (6) months from date of hire as job duties will require work in UXO areas. PHYSICAL/MEDICAL REQUIREMENTS: Able and willing to conduct work under strenuous outdoor conditions (e.g. extreme weather, thick brush, steep terrain). Able to hike up to ten (10) miles per day, backpack with up to thirty-five (35) pounds of weight unassisted, and camp in remote areas and rugged terrain for up to four (4) days at a time. SECONDARY QUALIFICATIONS: Education and experience in programs managing rare and endangered species and ecosystems on Army lands in Hawai‘i. Knowledge of Department of the Army natural resources programs in general and the policy, organizational contexts within which they are managed - especially safety and logistical requirements necessary to plan field operations around Army training schedules. Extensive knowledge of native and non-native taxa of Hawai‘i. Experience as a natural resource management supervisor including planning, prioritization, risk assessments, and reviewing project field work. Familiarity with Army’s rare plant database and record-keeping systems. Strong knowledge of Army’s biological plans for managing natural resources on Oahu.
