Regular, Full-Time, RCUH Non-Civil Service position with the School of Ocean and Earth Science and Technology (SOEST), Joint Institute for Marine & Atmospheric Research (JIMAR), located at the National Marine Fisheries Service (NMFS), Pacific Islands Fisheries Science Center (PIFSC), in Honolulu, Hawai‘i.  Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws. 

MONTHLY SALARY:  Salary commensurate with qualifications. 

DUTIES:  Designs, develops, tests, implements, and documents policies and procedures which ensure the integrity, accessibility, timeliness, and usability of the scientific data generated or collected by the project. Designs, develops, tests, implements, maintains, and documents database management systems for the Division’s scientific datasets.  Develops and maintains metadata associated with the Division's scientific datasets.  Develops, documents, and maintains Structured Query Language (SQL) query logic and database objects used to access raw and summarized scientific data.  Develops procedures and processes to import/export data between various database management systems.  Develops and maintains comprehensive and effective data model, database object, and business rule documentation.  Develops, documents, implements, and maintains data quality assurance/control criteria to ensure high quality scientific data for researchers and resource managers.  Provides advanced database support to researchers and staff.  Develops scalable tools and database management applications for the collection, capture, manipulation, integration, maintenance, and dissemination of data, in both raw and summarized form, for internal and public use via a local area network and the Internet utilizing a variety of programming tools and skills.  Utilizes version control best practices to track all database, application, and documentation development. 

PRIMARY QUALIFICATIONS: EDUCATION/TRAINING:  Bachelor’s Degree from an accredited four (4) year college or university in Computer, Physical, or Biological Science; Mathematics; Statistics; or Engineering.  EXPERIENCE:  Three to five (3–5) years of professional level work experience with SQL, SQL Developer, SQL*Plus, and Procedural Language/SQL (PL/SQL), Oracle Spatial, and Oracle Application Express.  Three to five (3-5) years of professional level work experience in the design, development, maintenance, and support of relational enterprise database management systems.    Operational experience in the primary data management functional areas of data collection, data capture, data processing, data quality control/assurance, data maintenance, data access, data archival, and data dissemination.  Operational experience with metadata procedures, data integration, data manipulation, data parsing, and data auditing.  Operational experience with managing large scientific datasets including geographic and time series data.  ABIL/KNOW/SKILLS:  Significant working knowledge of relational database management software such as Oracle, PL/SQL, MySQL, or MS SQL Server. Significant working knowledge of dynamic Web tools such as Oracle APEX, PHP, Python, and HTML.  Significant working knowledge of version control systems like Git and subversion (SVN). Must be able to meet and maintain United States Department of Commerce (DOC) and National Oceanic and Atmospheric Administration (NOAA) security requirements to access work location.  Must be a US Citizen or Permanent Resident Alien. Demonstrated skills in providing advanced database support to researchers and staff.  Demonstrated skills in the design, development, testing, implementation, maintenance, and documentation of relational database management systems.  Demonstrated skills in developing and maintaining scientific metadata.  Demonstrated skills in the development, documentation, and maintenance of SQL query logic and database objects to access raw and summarized scientific data.  Demonstrated skills utilizing version control best practices to track all database, application, and documentation development.  Demonstrated skills in the design, development, testing, and documenting of policies and procedures which ensure the integrity, accessibility, timeliness, and usability of the scientific data.  Ability to develop, document, implement, and maintain data quality assurance/control criteria.  Ability to develop procedures and processes to import/export data between various database management systems.  Ability to develop and maintain comprehensive and effective data model, database object, and business rule documentation.  Ability to translate end-user requirements into tangible design specifications. Ability to perform project management functions, which includes independently planning, organizing, and implementing projects to meet programmatic requirements and objectives within schedule, setting priorities and coordinating multiple tasks with frequent and tight deadlines. Ability to communicate effectively both orally and in writing. Post Offer/Employment Condition:  Must be able to meet and maintain US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA) security requirements for working in a federal facility, which includes being fingerprinted and having a federal background check performed prior to date of hire and maintained throughout duration of employment.  POLICY AND/OR REGULATORY REQUIREMENTS:  As a condition of employment, employee will be subject to all applicable RCUH policies and procedures and, as applicable, subject to University of Hawai‘i's and/or business entity's policies and procedures.  Violation of RCUH's, UH's, or business entity's policies and/or procedures or applicable State or Federal laws and/or regulations may lead to disciplinary action (including, but not limited to possible termination of employment, personal fines, civil and/or criminal penalties, etc.). 

SECONDARY QUALIFICATIONS:  Ability to develop database applications and web applications in LINUX/UNIX and PC environments. Ability to develop scalable tools and database management applications for the collection, capture, manipulation, integration, maintenance, and dissemination of data, in both raw and summarized form, for internal and public use via a local area network and the internet utilizing a variety of programming tools and skills.  Familiarity with the data management needs and requirements of ocean related research and marine ecosystem studies.  Desire to contribute to the conservation and sustainable management of living marine resources and protected species.
