OANRP SUPPORT OPERATIONS ASSOCIATE – ID# 16279.
Pacific Cooperative Studies Unit. Regular, Full-Time, RCUH Non-Civil Service position with the Pacific Cooperative Studies Unit (PCSU) performing project tasks on land controlled by the U.S. Army Garrison, Directorate of Public Works (DPW), Environmental Office, Natural Resources Section, located at Schofield Barracks, Oahu, Hawaii. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.
MINIMUM MONTHLY SALARY: $2,189/Mon.
DUTIES: Assists with facility and equipment maintenance, maintenance of fleet vehicles, and base yard operations at both east and west Oahu Army Natural Resources Program (OANRP) baseyards. Provides logistical and administrative support for Natural Resource Program management activities. Facilitates overall project logistics. Assists with overall helicopter logistics. Assists with program wide communication. Serves as back-up Environmental Compliance Officer (ECO) for the OANRP. Supports field operations. Works in areas with Unexploded Ordnance (UXO) with professional Explosive Ordnance Disposal (EOD) supervision.
PRIMARY QUALIFICATIONS: EDUCATION/TRAINING: High School Diploma or G.E.D. equivalent and additional relevant training, with preference to Military training related to duties and responsibilities. EXPERIENCE: At least four (4) years of office experience or a position with extensive logistical/facilities support duties (Bachelor’s Degree from an accredited four (4) year college or university may substitute for three (3) years of experience). At least one (1) year of field work experience. ABIL/KNOW/SKILLS: Basic knowledge of Hazardous Material/Environmental compliance regulations. Basic knowledge of facilities management and personnel logistics. Basic knowledge of vehicle maintenance requirements. Must be an excellent communicator, both orally and in writing. Proficient in word processing, spreadsheet, and database computer applications in Microsoft Office (Excel, Outlook, Access, and PowerPoint). Proficient in Internet usage. Basic ability to maintain facilities and vehicles. Must possess a valid driver’s license and proof of vehicle insurance, and maintain throughout the duration of employment. Must be able to drive a 4-wheel drive vehicle with automatic transmission, or be able to drive these vehicles following appropriate training within six (6) months from date of hire. Post Offer/Employment Condition: Must be able to pass a DoD security check for employment as an Army contractor. Must be able to complete basic helicopter safety course within six (6) months from date of hire and maintain throughout duration of employment. Must be able to complete helicopter manager level within twelve (12) months from date of hire and maintain throughout duration of employment. Must possess the American Red Cross Certification in First Aid/CPR (or be able to obtain and maintain the certificate following the training provided within three (3) months from date of hire and maintain throughout the duration of employment). Must pass Army certification as an Environmental Compliance Officer (Army’s Environmental Compliance rules/procedures, conducts inspections, and the ability to write up reports, and train staff) within six (6) months from date of hire and maintain throughout duration of employment. Must possess or be able to complete basic chainsaw safety course within twelve (12) months from date of hire and maintain throughout the duration of employment. Must complete UXO training within six (6) months from date of hire and maintain throughout the duration of employment as job duties will require work in UXO areas. PHYSICAL/MEDICAL REQUIREMENTS: Must be able to lift and carry a backpack weighing up to fifty (50) pounds unassisted for up to ten (10) miles every calendar quarter. SECONDARY QUALIFICATIONS: Basic knowledge of biological principles and appreciation for biological resources, especially, pertaining to Hawaiian ecosystems and endangered species. Knowledge of helicopter safety and logistics. Knowledge, experience, or familiarity with PCSU/RCUH and Army policies and procedures. Knowledge of Army environmental compliance regulations including conducting regulatory/compliance inspections. Skills in technical support to include network, computer, printer, and fax/scanner trouble shooting. Skills in small motor repair and maintenance (chainsaws, weed-whackers, or augers).
