PCSU/CRM PROGRAM MANAGER (OAHU) – ID# 16278. 

 

Pacific Cooperative Studies Unit.  Regular, Full-Time, RCUH Non-Civil Service position with the Pacific Cooperative Studies Unit (PCSU) performing project tasks on land controlled by U.S. Army Garrison, on the Island of Oahu, Hawaii.  Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.

 

MONTHLY SALARY RANGE:  $6,000-$7,218/Mon. 

 

DUTIES:  Supervises PCSU Cultural Resources programs developed in coordination with the Cultural Resources Manager, U.S. Army Hawaii (USARHAW).  Has overall responsibility for the PCSU/CRM program, its planning, scheduling and budget and may delegate as needed to ensure successful completion of its tasks.  Prioritizes and implements actions required in various agreements, such as the Transformation of the 2nd Brigade to a Stryker Brigade Combat Team, the Integrated Cultural Resources Management Plan actions for Oahu, and those contained in the Oahu Cultural Resource Program Scope of Work. Familiarizes him/herself with installation plans, undertakings and cultural studies and inventories.  Works in areas with Unexploded Ordnance (UXO) with professional Explosive Ordnance Disposal (EOD) supervision. 

 

PRIMARY QUALIFICATIONS: EDUCATION/TRAINING:  Master’s Degree from an accredited college or university in Archaeology or Anthropology.  EXPERIENCE:  Three to five (3-5) years of experience in surveying, monitoring and/or otherwise managing cultural resources.  One to three (1-3) years of experience as a Field Supervisor in Archaeological projects, including project report write-up and analysis.  One to three (1-3) years of experience with project management to include budget development and management, personnel management and grooming, contract project oversight and management as well as familiarity with curation, archival records management, archival research, GIS, and Outreach.  One to three (1-3) years of experience with Hawaiian Archaeology.  ABIL/KNOW/SKILLS:  Working knowledge of and understanding of Section 106 of the National Historic Preservation Act of 1966, as amended, and related laws and regulations.  Knowledge of Polynesian archaeology and cultural history. Ability to use altimeter, compass, maps, GPS and ArcView/Geographic Information System (GIS).  Must possess technical writing and computer processing skills using word processing, database, and spreadsheet programs.  Must have supervisory skills and ability to lead a team to meet programmatic goals.  Must have strong and positive people skills.  Strong attention to detail and strong ability to organize and communicate.  Must possess a valid driver’s license and maintain throughout the duration of employment.  Must possess proof of personal vehicle insurance and maintain throughout the duration of employment.  Post Offer/Employment Conditions: Must be able to pass a DoD security check for employment as an Army contractor. Applicants selected will be subject to a Government security investigation and must meet eligibility requirements for access to unclassified, but sensitive information. Must possess the American Red Cross Certification in First Aid/CPR (or be able to obtain and maintain the certificate following the training provided within three (3) months from date of hire and maintain throughout duration of employment).  Must complete online forty (40) hour Hazardous Waste Operations and Emergency Response (HAZWOPER) training within two (2) weeks from date of hire or may be subject to termination.  Must complete UXO training within six (6) months from date of hire as job duties will require work in UXO areas.  Must be able to complete basic helicopter safety course within twelve (12) months from date of hire.  PHYSICAL/MEDICAL REQUIREMENTS:  Willing to work under strenuous and extreme outdoor conditions.  Able to hike up to ten (10) miles per day and lift/carry a backpack weighing up to forty (40) pounds unassisted, and camp in remote and rugged areas for periods of several days.  Backpacking field trips of several hours are commonly required over rough terrain.  Post Offer/Employment Conditions: Must pass a post-offer physical exam within two (2) weeks from date of hire or may be subject to termination.  Subsequent periodic exams, at least annually, are required by the employer.  Respirator medical clearance and fitting is required.  All reasonable accommodations will be made based on fitness for duty.  Medical costs will be paid for by the employer. SECONDARY QUALIFICATIONS:  PhD from an accredited college or university in Archaeology or related field.  Education and experience in the cultural and archaeological setting specific to Army lands on Oahu and/or Hawaii islands.  Knowledge of department of Defense cultural resources in general and the policy, organizational, and operational contexts within which they are managed.  Skill as a catalyst and motivator to elicit cooperation and compliance actions from diverse individuals and groups.  Knowledge of local, Federal and State lands use and environmental laws.  Demonstrated ability and willingness to make frequent, effective oral and written presentations.  Familiarity with integrative techniques used to inventory, assess, and display cultural resource assets, environmental impacts, and their interrelationships.  Working knowledge of supplies procurement and inventory within Department of Defense.  Experience coordinating a variety of cultural resources program tasks, particularly in a governmental agency setting.
