This posting is for the State of Hawaii, Department of Land and Natural Resources, Land Division.
The position is located on the Island of Oahu.

The State Recruiting Office will refer all inquiries regarding this exempt position to the Department of Land and Natural Resources.
This position is responsible for managing the development and maintenance of the comprehensive Public Land Trust Information System (PLTIS); managing the development and maintenance of the Public Land Trust Revenue Reporting (PLTR) System; maintaining technical aspects of the Land Division's underlying infrastructure, including network and hardware; managing, maintaining, and further developing applications, databases, and Geographic Information Systems (GIS); and supporting the Land Division staff by providing ad hoc reports and technical support. Performs other duties as assigned.

Recommended Qualifications:
Knowledge of: Basic principles and practices of project management; computer systems development, including the integration of multiple data systems; data processing and database management; mathematics; research methods and techniques; problem solving methods and techniques; report writing; IT principles, concepts and technical aspects; use of auxiliary and peripheral IT equipment; functions of various computer operating systems; principles and methods to identify, analyze, specify, design and manage functional and infrastructure requirements; planning, organizing, prioritizing and evaluating programs/projects; principles, methods or tools for developing, scheduling, coordinating, and managing projects and resources.
Ability to: Manage moderate to large projects; apply problem solving techniques to difficult and complex situations and problems; identify alternatives; evaluate project operations to recommend, improve, and install methods and procedures; possess good written and oral communication skills; develop and maintain effective working relationships with a broad range of personnel from non-technical users to highly technical information technology specialists; analyze and evaluate data logically; solve problems and draw logical conclusions; communicate clearly and concisely both orally and in writing; prepare reports; establish and maintain effective working relationships with others; solve practical problems through appropriate application of a variety of mathematical and statistical techniques; perform work thoroughly with attention to detail; gather information from various sources; understand, interpret and apply technical written material; analyze, interpret and apply pertinent laws, rules, policies and procedures to specific issues; evaluate the effectiveness of or identify the need for appropriate computer programs or information systems; understand, evaluate, and apply pertinent technical information; make sound and objective decisions; conduct studies of work processes and make sound recommendations; identify, analyze, and resolve errors and problems logically and systematically; advise others on pertinent technical and/or non-technical matters; identify and understand economic, political, and social trends affecting the organization; coordinate and manage projects; plan, organize, prioritize, coordinate, and evaluate programs/projects; and plan, organize, direct and evaluate the work of others.
Education and Experience:
Education: Graduation from an accredited four (4) year college or university with a bachelor's degree in computer science or in a related major.
Experience: Two (2) years of progressively responsible professional work experience which involved the development, implementation, and/or support of a moderate to large computer system. Experience must have involved systems analysis, design, programming, database management, network administration, and/or desktop support.
Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he/she has the ability to perform the duties of the position for which he/she is being considered.
