Marine Policy Analyst Ocean Associates Inc. is seeking a candidate who will provide professional support to the National Marine Fisheries Service (NMFS) in Honolulu, Hawaiʻi. Ocean Associates Inc. conducts research, offers policy advice, and provides personnel support services to government and industry clients for marine fisheries, protected species, and habitats. Duties The successful candidate will work with NMFS Pacific Islands Regional Office (PIRO), Habitat Conservation Division (HCD) by providing: 1) coordination and development of the NOAA Blueprint Habitat Focus Area in Hawaiʻi; and 2) Essential Fish Habitat (EFH) program support for Hawaiʻi projects. The Contractor shall conduct the following coordination, communication, and EFH program tasks for PIRO HCD as needed: * Develop implementation plans for the NOAA-funded activities in the West Hawaiʻi Habitat Focus Area. * Coordinate community activities and events in the West Hawaiʻi Habitat Focus Area. * Responsible for scheduling, planning, advertising, and running events. * Create project specific outreach materials for the community about the Blueprint Habitat Focus Area including training materials, status reports, and detailed summary reports for managers. * Produce regular reports for community members and coastal and marine resource managers and communicate project goals and results with communities, mayors, natural resource managers, and others. * Create and maintain a website and social marketing profiles/pages (Facebook, Twitter, etc.) for the project and encourage support and participation for the project through outreach events, advertising, social media and other tools. * Track performance measures, compile project performance reports, and respond to information requests from NOAA and partners. * Collaborate with local agency personnel on a regular basis to implement specific actions within the West Hawaiʻi Habitat Focus Area. * Refine program with input from community and natural resource managers. * Network and collaborate with community watershed coordinators in other jurisdictions. * Conduct data entries and maintain project files for the EFH program. * Review assigned projects requesting EFH consultation. * Set up meetings with Project Proponent and discuss EFH-related concerns. * Produce timely and accurate EFH consultation responses for assigned projects. Minimum experience or background requirements Bachelor’s degree and three (3) years’ experience or Master’s degree and one (1) year experience from an accredited college or university in biology or field of study relating to the tasks above. In addition, the successful candidate must have specific knowledge and expertise in the following: * Experience in the Pacific Islands Region, specifically Hawaiʻi is preferred. * Strong communication (oral and written) and visual graphic skills. * Knowledge and experience in working with computer databases, word processing programs, spreadsheets, and social media. * Good organizational and critical thinking skills with strong attention to details. * Interacts positively with a variety of partners and stakeholders. * Knowledge of environmental laws and state or federal regulatory programs. * Strong organization, communication, critical thinking, and writing skills. Place of Performance: Honolulu, Hawaiʻi Work schedule: full-time, must be able to work evenings and weekends as needed Preferred start date: 9/1/2015 Compensation: commensurate with experience + benefits Excellent employee benefits are provided including paid medical insurance, and holiday, vacation and sick leave.
