MISC OPERATIONS/GIS SPECIALIST – ID# 15437. Pacific Cooperative Studies Unit. Regular, Full-Time, RCUH Non-Civil Service position with the Pacific Cooperative Studies Unit (PCSU), Maui Invasive Species Committee (MISC), located on Maui. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws. MONTHLY SALARY RANGE: $3,222-$5,719/Mon. DUTIES: Designs and maintains MISC’s electronic tabular and spatial data systems related to invasive plant and animal survey and control projects. Evaluates project success and participates in mission planning with other members of the management team, partners, and Committee members. Develops geospatial models and performs quantitative and spatial analyses using statistical and Geographic Information Systems (GIS) software. Ensures accurate and timely entry of data. Designs and prepares data summaries for incorporation into reports on accomplishments for funders and partners and presents results of data analysis at periodic Committee meetings and professional meetings. Administers overall computer network system. Trains field staff in use of technical software, Global Positioning System (GPS) equipment, and data entry and retrieval. Supervises MISC Data Associate and up to eight (0-8) field staff or volunteers in field activities. Occasionally participates in ground and aerial field operations. PRIMARY QUALIFICATIONS: EDUCATION/TRAINING: Bachelor’s Degree from an accredited four (4) year college or university in Natural Sciences or a related field. Coursework/training in GIS related programs/applications. EXPERIENCE: Two to four (2-4) years of experience working with tabular and spatial data management systems for a resource management agency. Experience developing and performing spatial analyses using GIS software. Experience presenting results based on interpretation of spatial data in oral, graphic, or written formats. ABIL/KNOW/SKILLS: Knowledge of spatial analysis, GIS programming, graphic representation, computer modeling, and use of relational databases. Knowledge of current GPS technology. Knowledge of basic methods in plant or animal ecology. Knowledge of Hawaiian biota and threats from incipient alien plant and animal invasions in Hawaii. Excellent computer skills. Proficient at using Microsoft Office Suite, Microsoft Access databases, Trimble GPS system, and ArcGIS software. Ability to read maps and aerial photographs. Demonstrated ability to summarize, analyze, and develop written reports and presentations on results of project activities. Demonstrated ability to communicate clearly both orally and in writing. Must possess a valid driver’s license and maintain throughout the duration of employment. May be required to provide a clean driver’s abstract as deemed necessary by the job requirements and/or the project. If personal vehicle will be used for business purpose: Must possess proof of personal vehicle insurance and maintain throughout the duration of employment. Must also provide the RCUH Human Resources Department with driver’s license information and keep current throughout the duration of employment. Failure to meet this requirement or falsification of documents may result in disciplinary action including and up to termination of employment. Post Offer/Employment Conditions: Must be able to complete basic helicopter safety training within six (6) months from date of hire and maintain throughout duration of employment. Must possess the American Red Cross Certification in First Aid/CPR (or be able to obtain and maintain the certificate following the training provided within three (3) months from date of hire and maintain throughout duration of employment). PHYSICAL/MEDICAL REQUIREMENTS: Able to work outdoors on extremely rough terrain and under adverse weather conditions and hike up to five (5) miles.
