Marine Policy Analyst Ocean Associates Inc. is seeking a candidate who will provide professional support to the National Marine Fisheries Service (NMFS) in Honolulu, Hawaiʻi. The position does not require a presence in Hawaii but can be accomplished remotely. Ocean Associates Inc. conducts research, offers policy advice, and provides personnel support services to government and industry clients for marine fisheries, protected species, and habitats. Duties * Responding to ESA listing petitions, including reviewing petitions, coordinating with NMFS managers and scientists to collect relevant information, drafting status review reports, and related activities as needed. * Development of ESA Section 4 rule-makings through drafting of Federal Register Notices (including but not limited to 90-day findings, 12-month findings, and proposed and final listing/4(d)/critical habitat rules), reviewing/summarizing/analyzing public comments, providing logistical support for public hearings, and related activities as needed. * Carrying out next steps for newly-listed species, including internal coordination within NMFS, coordination with federal and non-federal partners, developments of recovery plans, and related activities as needed. * Conduct ESA Section 7 consultations, including internal coordination, working with action agencies, drafting informal Letters of Concurrence and formal Biological Opinions, and other activities as needed. * Carry out other ESA-related tasks, including those required by Sections 4, 6, 7, 10 and other sections of the ESA, as needed. * Development of MMPA rule-makings through drafting of Federal Register Notices (including but not limited to proposed and final rules), reviewing/summarizing/analyzing public comments, providing logistical support for public hearings, and related activities as needed. * Conduct other MMPA work, including but not limited to reviewing draft Stock Assessment Reports, tracking marine mammal take in fisheries, and revising the annual List of Fisheries. * Compile, organize, and maintain documents for ESA and MMPA rule-making administrative records. * Gather information for analysis of regulatory impacts for ESA and MMPA rule-makings. Prepare NEPA outlines or documents in support for ESA and MMPA rule-makings, and related activities as needed. * Assist with division management tasks, as needed. Minimum experience or background requirements Bachelor’s degree, or higher, from an accredited college or university with a major directly related in a field of study as related to the requirements of specific task order with emphasis in fisheries, oceanography, social science, natural science, mathematics, or hydrology, plus five (5) years of experience in related field or combination of such totaling nine (9) years combined education and experience. Master’s Degree in related field plus one (1) year experience or Ph.D. may be substituted for experience. In addition to the above basic qualifications, the candidate must have the following specific qualifications: * High degree of familiarity with the ESA, especially section 4 listings and section 7 consultations, and familiarity with the MMPA. * Strong working knowledge and understanding of Indo-Pacific marine biology and ecology, especially within the U.S. Pacific Islands Region, including Hawaii, Guam, the Commonwealth of the Northern Mariana Islands (CNMI), American Samoa, and the Pacific Remote Island Areas (PRIAs). * Strong working knowledge and understanding of global threats facing marine life, and local threats facing Indo-Pacific marine turtles, marine mammals, coral reef fishes, and reef-building corals, especially within the U.S. Pacific Islands Region, including Hawaii, Guam, CNMI, American Samoa, and PRIAs. * Ability to work well both independently, and as part of a team, to accomplish stated objectives. * Experience with computer programs such as Microsoft Excel, PowerPoint, and Word. * Advanced technical writing skills. * Organizational skills.
