Leads the development and implementation of the ballast water and hull fouling program, sets policy direction, and provides policy advice to support program objectives. Coordinates, engages, and leads stakeholder groups to support program objectives. Represents the State of Hawaii on ballast water and hull fouling issues at a range of forums and engages with regional aquatic invasive species working groups. Secures funding to support program needs, and effectively manages budgets and expenditure within procurement guidelines. Develops and manages projects to completion to support policies that minimize the arrival and spread of aquatic invasive species in Hawaii vectored by vessels. Gathers and interprets data on vessel movement and maintenance patterns, including conducting hull surveys as necessary, to support program needs.
