Regular, Full-Time, RCUH Non-Civil Service position with the Pacific Cooperative Studies Unit (PCSU), located on the University of Hawai’i (UH) at Manoa, located in Honolulu, Hawai‘i. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.
MONTHLY SALARY RANGE: $6,000 - $8,500/Mon.
DUTIES: Under the guidance of the PCSU Finance & Operations Manager, serves as central project personnel/administrative representative with the RCUH Human Resources Department. Supervises PCSU Senior Personnel Associate. Coordinates the human resources management needs of PCSU by supporting project leaders with personnel actions, records maintenance, job descriptions, recruitment, termination, annual job performance, timesheets, vacation, workers’ compensation and sick leave, and other related activities. Follows up on outstanding, incomplete, or missing personnel action documents (i.e., PAFs, online transactions, selection/hire documentation). Coordinates volunteer applications/program, and is responsible for data on safety certificates.
PRIMARY QUALIFICATIONS:
EDUCATION |
Bachelor’s Degree from an accredited four (4) year college or university in Business Administration specializing in Human Resources Management (HRM) or equivalent combination of education, experience, and training. |
EXPERIENCE |
Four to six (4-6) years of experience in personnel administrative management duties and responsibilities, including one to three (1-3) years of supervisory experience in a personnel or human resources function. |
KNOWLEDGE |
Knowledge of principles, practices, and concepts of personnel and human resources. Knowledge of Health Insurance Portability and Accountability Act (HIPAA), applicable State and Federal regulations, policies, and laws. |
ABILITIES & SKILLS |
Ability to interpret, analyze and apply pertinent laws, rules, and polices to various situations and to communicate the information to various audiences. Strong verbal and written communication skills to present information clearly and accurately and ability to prepare reports and other materials for presentation. Strong computer and software application skills, including proficiency in computer applications (e.g. Microsoft Office). Ability to multitask and meet multiple deadlines. Post Offer/Employment Condition: Must be able to pass a post offer criminal background check. Must be able to complete the UH Title IX training within twelve (12) months from date of hire. Must be able to complete the UH Information Security Awareness Training (ISAT) within two (2) weeks from date of hire, and re-certify every twelve (12) months. |
PHYSICAL/MEDICAL DEMANDS |
Must be able to lift and carry up to twenty-five (25) pounds unassisted. |
POLICY/REGULATORY REQUIREMENT |
As a condition of employment, employee will be subject to all applicable RCUH policies, procedures, and trainings and, as applicable, subject to the University of Hawai‘i's and PCSU’s HIPAA/PHI privacy and security policy. Violation of the RCUH's, the UH's, or the business entity's policies and/or procedures or applicable State or Federal laws and/or regulations may lead to disciplinary action (including, but not limited to possible termination of employment, personal fines, civil and/or criminal penalties, etc.). Must complete the University of Hawai‘i's and PCSU’s HIPAA/PHI privacy and security training immediately after hire or not later than employee’s initial exposure to HIPAA/PHI. Must maintain a current status on the University’s and/or the business entity's training requirements. |
SECONDARY QUALIFICATIONS:
Familiarity with UH and RCUH administrative policies and procedures. Database experience and Word for Windows word processing experience. |
