Regular, Full-Time, RCUH Non-Civil Service position with the Pacific Biosciences Research Center (PBRC), Center for Conservation Research and Training (CCRT), Department of Land and Natural Resources (DLNR), and Division of Forestry and Wildlife (DOFAW) in the Forestry Section office located in Honolulu, Hawai‘i. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.
MONTHLY SALARY RANGE: $3,583.50 - $5,305/Mon.
DUTIES: Mitigates the damage of wildfire by rehabilitating burned areas post-fire, which includes installing erosion control matting and coir logs, replanting native species, and removing invasive weeds. Assists professional staff with all forest health projects with an emphasis on the effects of wildland fire. Performs pre-fire fuel management, firebreak maintenance, shaded green breaks, safety zone maintenance, and post-fire forest restoration for the heavily degraded dry forest in Waianae Kai Forest Reserve. Clears and maintains pre-fire fuel breaks and access. Ensures that fire equipment is maintained and operational. Supports the branch with maintenance of firebreaks and fire accesses, ungulate control, and the wildfire prevention program. Performs these functions in a safe manner in varying environments and weather conditions. This position is not involved in direct action on fire suppression operations and will not be exposed to the hazards and risks of fireline personnel. Works on watersheds, forest health improvement, and other projects that mitigate detrimental agents. Drives project vehicles to conduct aerial and ground surveys to monitor the status of these agents. Often times, these agents are new introductions to Hawai‘i’s watersheds and forests and require a trial and error process to determine the most effective strategy and technique for management (e.g., Rapid Ohia Death and Naio Thrip). Ongoing research is being conducted for detection and treatment of these two (2) agents.
PRIMARY QUALIFICATIONS:
EDUCATION: Associate’s Degree from an accredited community college in Natural Resources or a related field.
EXPERIENCE: Two to four (2-4) years of experience working in natural resources in Hawai‘i. Experience must include experience with herbicide application. Experience needs to be documented and acquired under the employment of an academic institution, governmental agency, private company, or non-profit organization in the appropriate field. (Bachelor’s Degree from an accredited four (4) year college or university in a related science field may substitute for one (1) year of experience.).
KNOWLEDGE: Knowledge of Hawaiian flora and fauna. Knowledge of Hawaiian ecosystems, threats to Hawaiian ecosystems, and basic natural resource management strategies. Knowledge of and expertise in fieldwork techniques and data collection and management.
ABILITIES & SKILLS: Ability to use power equipment (e.g., chainsaws and weed whackers). Ability to use pesticides and herbicides for weed control, rodent and predator control. Ability to use a personal computer (PC) and to learn to use database (e.g., Microsoft Access) and Geographical Information Systems (GIS) programs (e.g., ArcView). Ability to identify native Hawaiian plants and alien weed plant species. Ability to read maps and aerial photographs. Ability to use Global Positioning System (GPS), altimeter, compass, and maps. Ability to ride in helicopters. Must possess a valid driver’s license (and if use of personal vehicle on the job is required, must also have valid personal driver’s insurance equivalent to Hawai‘i’s No-Fault Driver’s Insurance) and maintain throughout the duration of employment. Must be able to drive a 4-wheel drive vehicle with manual transmission. Post Offer/Employment Condition: Must be able to pass a post offer criminal background check. Must possess Certification in First Aid/CPR (or be able to obtain the certificate following the training provided within twelve (12) months from date of hire) and maintain throughout duration of employment. Must be able to complete basic helicopter safety course within twelve (12) months from date of hire. Must be able to complete external sling load training within twelve (12) months from date of hire. Must be able to complete chainsaw training within twelve (12) months from date of hire and maintain throughout duration of employment. Must complete the online Hazard Communication training immediately after hire or no later than employee’s initial exposure to hazardous chemicals. Must be able to complete the UH Information Security Awareness Training (ISAT) within two (2) weeks from date of hire, and re-certify every twelve (12) months.
PHYSICAL/MEDICAL DEMANDS: Ability to hike and camp in remote areas and rugged terrain under inclement weather conditions, for up to five (5) consecutive days. Able to backpack, lift, and carry up to 50 pounds unassisted.
POLICY/REGULATORY REQUIREMENT: As a condition of employment, employee will be subject to all applicable RCUH policies and procedures and, as applicable, subject to University of Hawai‘i's and/or business entity's policies and procedures. SECONDARY QUALIFICATIONS:
Field experience in an active resource management program to protect ecosystems in Hawai‘i or elsewhere. Awareness of Hawaiian culture, biota, and threats from alien species. Experience with control of alien species. Completion of National Wildfire Coordinating Group S-130 (Firefighter Training) and S-190 (Introduction to Wildland Fire Behavior). Knowledge of tools, equipment, and personal protective equipment (PPE) commonly used for fire suppression. Knowledge of tools, equipment, strategies, and principals involved in wildfire suppression. Basic working knowledge of the Incident Command System (ICS). Able to drive trailers. Experience with aerial surveys. Experience with wildland firefighting (Note: This position is not involved in direct actions of fire suppression.).
