Regular, Full-Time, RCUH Non-Civil Service position with the Pacific Cooperative Studies Unit (PCSU), performing project tasks on land controlled by the U.S. Navy, located at Joint Base Pearl Harbor – Hickam (JBPHH), on the island of Oahu, Hawai‘i. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.
MONTHLY SALARY: $4,123/Mon.
DUTIES: Performs office and fieldwork as part of the JBPHH Natural Resources team. Assists with adaptive management by providing regular updates on: monitoring results and trends in protected species population status; reportable events such as injured protected wildlife or nests; observations about progress and effectiveness of ongoing management actions; observations about issues and violations regarding the conservation law enforcement program; and identification of emergent needs. Conducts regular field monitoring for protected species (waterbirds, shorebirds, raptors, and marine species). Drives project vehicles to access field sites. Conducts in- water surveys using boat equipment. Participates in a variety of projects to support Integrated Natural Resources Management Plan (INRMP) execution. This includes targeted surveys of protected species on base, wetland restoration efforts (to include organizing and running volunteer effort for restoration work), and invasive and/or predatory species monitoring and trapping. Conducts insect surveys and stream assessments. Assists in writing and consolidation of standard operating procedures and protocols for surveys, monitoring, and response efforts. Responds to reports of injured wildlife, which may potentially be outside of core working hours. Maintains databases and ensures that all data collected are incorporated in a timely manner. Produces reports, spreadsheets, tables, and graphs with collected data to support the NR Program. Plans and leads educational events for JBPHH personnel, residents, visitors, and the public to improve awareness of the natural resources and conservation program at JBPHH.
PRIMARY QUALIFICATIONS:

EDUCATION |
Bachelor’s Degree from an accredited four (4) year college or university in Biological Sciences, Natural Resource Management, Wildlife Biology, or a related field. |

EXPERIENCE |
At least one (1) year of work experience in or related to managing natural resources. Experience needs to be documented well and acquired under the employment of an academic institution, governmental agency, private company, or non-profit organization in the appropriate field. |

KNOWLEDGE |
Basic knowledge of the natural history of native Hawaiian wildlife. Basic familiarity with native Hawaiian ecosystems, plants, and wildlife. Familiarity with techniques used to inventory and monitor wildlife and other natural resource assets. |

ABILITIES & SKILLS |
Ability to work well in a team setting and independently on tasks. Ability to maintain a positive, professional attitude in support of a productive work environment. Must have good oral and written communication skills. Ability to take good field notes and record biological data with a global positioning system (GPS). Ability to collect, organize, and manage a variety of field data. Ability to analyze data and present findings and recommendations formatted in a written report. Ability to use word- processing, database, and spreadsheet programs. Must possess a valid driver’s license (and if use of personal vehicle on the job is required, must also have valid personal driver’s insurance equivalent to Hawai‘i’s No-Fault Driver’s Insurance) and maintain throughout the duration of employment. Post Offer/Employment Condition: Must be able to obtain a Department of Defense (DoD) security clearance for employment as a Navy contractor. Applicants selected will be subject to a government security investigation and must meet eligibility requirements for access to unclassified information. Must possess the American Red Cross Certification in First Aid/CPR (or be able to obtain the certificate following the training provided within three (3) months from date of hire) and maintain throughout duration of employment. Must be able to complete Wilderness First Aid training within six (6) months of hire. Must complete the online Hazard Communication training immediately after hire or no later than employee’s initial exposure to hazardous chemicals. |

PHYSICAL/MEDICAL DEMANDS |
Able and willing to conduct work under strenuous outdoor conditions (e.g., extreme weather, thick brush, and steep terrain) on a secured military base. Must be able to work in boats and be able to swim. |

SECONDARY QUALIFICATIONS:

Education in and experience with programs managing protected species and ecosystems on Navy lands in Hawai‘i, especially JBPHH. Knowledge of the life history of protected species at JBPHH. Ability to use a Global Information System (GIS). Knowledge of Department of the Navy natural resources programs in general, and the policy and organizational contexts within which they are managed. |
