Approval may or may not be issued prior to position start date.* The Marine National Monument Program (MNMP) coordinates the development of management plans, scientific exploration and research programs within the Marine National Monuments in the Pacific Islands Region. Under NOAA’s existing authorities and the Antiquities Act, the Marine National Monument Program works with federal and regional partners and stakeholders to conserve and protect the marine resources in these large marine protected areas. ESSENTIAL FUNCTIONS: Research and Write the Marine National Monument Management Plans: • Provide coordination, administrative and logistical support, policy advice, and resource management planning for three Marine National Monument (monuments: The Marianas Trench Marine National Monument, Pacific Remote Islands, and Rose Atoll.) • Assist the MNM Program Manager in research, writing, and editing the proposed Monument Management Plans. MNMP Interagency Collaboration: • Work collaboratively to draft and polish a Marine National Monument management plan that brings together the initiatives of multiple agencies and NGOs, disciplines and cultures, to effectively manage three monuments in the Pacific. • Work with the Science Center staff to ensure joint messaging, information sharing and foster understanding of scientific requirements to effectively manage the monuments. • Maintain working relationships with relevant NGOs, environmental groups and other stakeholders. The employee’s insights and evaluations improve the effectiveness in managing the monument. The knowledge and abilities exercised by the incumbent result in proposals and recommendations to the Program leader that affect the organization’s capacity to attain established goals and meet the needs of its stakeholders. Knowledge/Skills Required by Position: In-depth knowledge of the missions, policies, objectives, and lines of communication for the project. • Ability to edit written materials according technical publishing standards. • Ability to understand and further management goals as they affect day-to-day work operations. • Highly developed written and oral communication skills. • Ability to apply mature judgment in organizational problem solving, research, and analysis. • Ability to synthesize detailed reports into easy-to-understand yet informative materials. • Ability to identify legal drivers and articulate the intent of those drivers in plain language. • Ability to interpret scientific vocabulary and processes for non-science based audiences. • Understanding of basic budgetary and financial management principles. • Ability to review written work submitted by colleagues from a variety of backgrounds and with different levels/areas of training. • Ability to design innovative programs and creative materials and to design programs to address new needs as they arise. • Knowledge of adult educational outreach techniques and/or field extension processes. • Ability to coordinate work with other public and private groups and individuals. • Knowledge of grant and report writing processes and techniques. • Academic and/or practical knowledge of fisheries, fisheries management, marine resources management, ecology, natural resources, or similar. • Knowledge of MS Software systems and data management systems such as Microsoft word and excel. Familiarity with Endnotes software is preferred. Minimum Qualifications: Incumbent should have a four year degree in any of the following fields: Humanities with technical writing experience, English/Literature degree, Pacific Islands Studies, Marine or Environmental Studies. Supervisory Controls: The incumbent will often work independently and act quickly to respond to a rapidly changing communications environment. Incumbent informs supervisor of progress, potential controversies, and implications of proposed policies or a given action. Final work phases are subject to the supervisor’s review and approval where appropriate and feasible. Working within reviewed and approved parameters, policies and objectives, the incumbent develops and edits management plan drafts with a significant degree of independence. The supervisor and monument management team establishes overall goals and resources available. The employee and the supervisor confer on the development of general objectives, projects, work to be done, and deadlines. The incumbent is expected to resolve problems that arise and coordinate the work with others, as necessary. The supervisor is kept informed of progress, concerns, issues, or other matters having far-reaching implications. Completed work is reviewed for impact on broad agency policy objectives and program goals. Physical Demands: The work is generally sedentary, although there may be some nominal walking or standing for short periods of time, or carrying of light loads of papers, books, reports, etc. that require only moderate physical ability and physical stress. Extensive computer use is required. Work Environment: The work is typically performed in an office setting with adequate lighting, heating, and ventilation. There are the normal risks of an office environment. Employee may be required to travel as needed.
