Regular, Full-Time, RCUH Non-Civil Service position with the Pacific Cooperative Studies Unit (PCSU), DLNR Division of Forestry and Wildlife (DOFAW), Oahu Forestry Program, located in Honolulu, Hawai’i. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.
MINIMUM MONTHLY SALARY: $3,600/Mon.
DUTIES: The primary goal of the Oahu Forestry Program is to protect and manage the Oahu Forest Reserves System, servicing approximately 40,000 acres of forested land on Oahu. Conservation actions for the Oahu Forestry Program include, but are not limited to, Native Plant Restoration, Forest Health Monitoring, Invasive Species Control, Wildland Fire Suppression, & Forest Reserves Road Maintenance and Access. Work will be conducted on land controlled by the Hawai‘i Department of Land and Natural Resources (DLNR), U.S. Army, U.S. Fish and Wildlife Service (USFWS), private landowners, and in cooperation with the Oahu Invasive Species Committee (OISC), Koolau Mountains Watershed Partnership (KMWP) and the Waianae Mountains Watershed Partnership (WMWP) on the Island of Oahu. Assists in office and field work designed and planned by the supervisor including, but not limited to: Rapid Ohia Death (ROD) surveying, ROD field sample collection, ROD aerial surveys, Strawberry Guava Biocontrol introductions and monitoring, Drone (sUAS) field operations support, coconut rhinoceros beetle (CRB) monitoring, native seed collection for common, threatened, and endangered species, and Oahu PEPP species, native outplanting, invasive species removal through chemical and mechanical means, native seed orchard maintenance, firebreak maintenance and installation, infrastructure construction and maintenance. Drives project vehicles to access field sites. Assists in planning and documenting day-to-day field work. Records and analyzes field data using Global Positioning Systems (GPS) and computer aided programs including Geographic Information Systems (GIS). Field work may involve hazardous activities such as rappelling and tree-climbing; chainsaw operations; use of all-terrain vehicles (ATVs); application of restricted pesticides; and helicopter operations that include but are not limited to helicopter transport into remote areas, helicopter surveys, and sling load operations. Incumbent will be provided with training for the activities listed above, depending on program need and availability of training and funding. Work must be done in accordance with applicable Federal and State regulations and laws, especially regarding endangered species, safety and health, and pesticides use.
PRIMARY QUALIFICATIONS:

EDUCATION |
Associate’s Degree from an accredited community college in a Biological or Environmental Science or related field. |

EXPERIENCE |
Two to four (2-4) years of experience dealing with biological resources in Hawai‘i. Experience needs to be well documented and acquired under the employment of an academic institution, governmental agency, private company, or non-profit organization in the appropriate field. |

KNOWLEDGE |
Knowledge of native and invasive vegetation, common threats to native forest habitat, field data collection, rare plant collection and monitoring techniques, native and invasive plant identification skills. Knowledge of herbicide use and weed control techniques. |

ABILITIES & SKILLS |
Ability to use a GPS, altimeter, compass, and maps. Ability to download data from GPS unit into a computer. Must be computer literate. Must be familiar with ArcGIS programs and apps. Must possess a valid driver’s license (and if use of personal vehicle on the job is required, must also have valid personal driver’s insurance equivalent to Hawai‘i’s No-Fault Driver’s Insurance) and maintain throughout the duration of employment. Must be able to drive a 4-wheel drive vehicle with manual transmission. Post Offer/Employment Conditions: Must be able to complete basic helicopter safety course (A-100) within six (6) months from date of hire. Must possess the American Red Cross Certification in First Aid/CPR (or be able to obtain the certificate following the training provided within three (3) months from date of hire) and maintain throughout duration of employment. Must complete the online Hazard Communication training immediately after hire or no later than employee’s initial exposure to hazardous chemicals. Must be able to complete chainsaw training within twelve (12) months from date of hire and maintain throughout duration of employment. |

PHYSICAL/MEDICAL DEMANDS |
Must be able to conduct work under dirty, muddy, rainy or sunny, hot or cold, and strenuous outdoor conditions (e.g. extreme weather, mosquitoes, steep terrain). Able to hike up to ten (10) miles per day, backpack with up to fifty pounds of weight, and camp in remote areas and rugged terrain for up to five (5) days at a time. |

SECONDARY QUALIFICATIONS:

Education and work experience in programs managing native habitat, invasive species, rare and endangered species and ecosystems on Oahu. Knowledge of native forest habitats on Oahu, invasive species removal, surveying and monitoring. Knowledge and experience in seed collection and outplanting. Experience with endangered species management, safety, and logistical requirements necessary to carry out field operations. Knowledge of Federal, State, and local environmental laws. Familiarity with integrative techniques used to inventory, assess, and display natural resource assets, environmental impacts, and their interrelationships. Previous experience in weed and ungulate control (especially monitoring and fence construction), helicopter operations in Hawai‘i; work with chainsaws and digging and cutting tools; work with herbicides. Current State of Hawaiʻi certification to apply pesticides. Working knowledge of Microsoft Word, Excel, ArcGIS. Experience using sUAS in conservation work. |
