Regular, Full-Time, RCUH Non-Civil Service position with the Pacific Cooperative Studies Unit (PCSU), located in Honolulu, Hawai‘i.  Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws. 

MONTHLY SALARY:  Salary commensurate with qualifications.  

DUTIES:  Performs budget reconciliation and projections in a timely and accurate manner. Monitors project financial status and performs analysis for funding requirements to ensure projects are adequately funded.  Assists the PCSU Director, Principal Investigators (PIs) and PCSU Finance Manager in the coordination of fiscal management needs of the unit by performing financial, budget, data management, and other fiscal staff support services for Federal, State, and University programs. Extracts, compiles, verifies, or summarizes data from financial documents for Federal, State, and University programs to process requests for allotment of funds and to ensure that funds are disbursed within proper fund allocations. This is a progression series job in which the employee will be expected to perform with increasing independence on progressively responsible duties. Quantity and quality of work is expected to increase as levels increase. 

PRIMARY QUALIFICATIONS:

EDUCATION

Bachelor’s Degree from an accredited four (4) year college or university in Accounting or related field.  (Associate’s Degree from an accredited community college in Accounting or related field and at least four (4) years of accounting experience may substitute for a Bachelor’s Degree.).

EXPERIENCE

One to three (1-3) years of experience working with financial statements or accounting, record-keeping, posting, document processing, reconciliation, database and word processing, and spreadsheet applications.

KNOWLEDGE

Knowledge of general financial accounting, and understanding of Generally Accepted Accounting Principles (GAAP) and cost principles. Knowledge of budget analysis and financial/accounting reporting systems. Understanding of internal controls.

ABILITIES & SKILLS

Ability to extract, analyze, and compile financial data.  Strong degree of accuracy and attention to detail. High proficiency with Microsoft Office, especially excel. Good verbal and written communication, and interpersonal skills. High level of reliability, integrity, and confidentiality. Ability to work independently. Post Offer/Employment Condition: Must be able to pass a post offer criminal background check.

PHYSICAL/MEDICAL DEMANDS

Must be able to lift and carry up to twenty-five (25) pounds of banker box filled with documents or computer equipment unassisted.

POLICY/REGULATORY REQUIREMENT

SECONDARY QUALIFICATIONS:    

Experience working in higher education.  Familiarity with UH, RCUH, and UH Foundation reports, policies, and procedures.  Knowledge of government accounting principles and the Office of Management and Budget (OMB) Uniform Guidance.
