Regular, Full-Time, RCUH Non-Civil Service position with the Pacific Cooperative Studies Unit (PCSU), Pacific Islands Science Center located in Honolulu, Hawai‘i. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, and availability of funds.

 

MINIMUM MONTHLY SALARY:  $7,000/Mon.

 

DUTIES: Responsible and accountable for all financial, project funding, and operational activities of Pacific Cooperative Studies Unit  (PCSU) – a federal, state, and private agency cooperative program focusing on natural/cultural resource management issues in Hawai‘i and the Pacific Islands. This includes but is not limited to establishing policies, processes, and procedures for all financial, budget, data management and other staff support services, ensuring normal daily operations of all funded projects. Manages and ensures accuracy and timely completion of the activities of the Fiscal/Admin Associate, Admin/Fiscal Assistant, and PCSU Finance/Administrative Specialist. Serves as the primary liaison between UH, RCUH, and funding agencies for all fiscal and budgetary matters. Monitors and analyzes project financial data. Advises the PCSU Director on financial, budgetary, and all areas of project funding.

 

PRIMARY QUALIFICATIONS:

EDUCATION

Bachelor’s Degree from an accredited four (4) year college or university in Accounting.

EXPERIENCE

Seven to ten (7-10) years of experience working with federal funds financial or accounting record-keeping, posting, or document processing, database and in word processing and spreadsheet applications. Three to five (3-5) years of experience supervising both professional/exempt and non-exempt staff of three (3) FTEs or more.

KNOWLEDGE

Knowledge of generally accepted accounting principles (GAAP) and cost principles. Strong working knowledge of practices and techniques in the area of Cost Accounting Standards, financial or government accounting and purchasing/contracting management.  This includes:  Code of Federal Regulations (2CFR200), Federal Acquisition Regulations (FAR).  in.  Knowledge and understanding of applicable Federal and State laws, rules regulations and theories and systems associated with procurement and contracting. Strong working knowledge of spreadsheet software to quantify and illustrate complex financial reports, comparisons, impacts or projections.

ABILITIES & SKILLS

Ability to draw information and prepare fiscal reports.  Strong degree of accuracy and attention to detail. High proficiency with database software and Microsoft Office, especially excel. Excellent verbal, written communication, and interpersonal skills. Ability to work independently. Knowledge of Department of Interior cooperative agreements and related funding systems. Ability to manage financial operations of PCSU. Ability to attend sponsor related financial, fiscal, compliance, and other administrative training programs annually. Post Offer/Employment Condition: Must be able to pass a post offer criminal background check.

PHYSICAL/MEDICAL DEMANDS

Must be able to lift and carry up to twenty-five (25) pounds of banker box filled with documents or computer equipment unassisted.

SECONDARY QUALIFICATIONS:

Familiarity of the University of Hawai‘i (UH) (including UH Foundation) and Research Corporation of the University of Hawai‘i (RCUH) reports, policies, and procedures. Experience working with contracts and Cooperative Agreements.
